The Program:
Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists' Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program's Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.
The Role:
The Humanitarian Disaster Risk Management Adviser will play a critical role in strengthening disaster management capabilities, systems and coordination structures, including assisting in mitigating the humanitarian impacts of potential disruptions to supply chains such as air and sea freight of food and non-food items. The adviser will enhance disaster preparedness and response systems and promote risk reduction initiatives that build resilience across Nauru.
Promote Risk Reduction and Build Resilience: Lead initiatives that reduce disaster risk and build long-term resilience across Nauru. This is an opportunity to shape national preparedness strategies and make a lasting impact on community safety and wellbeing.
Key responsibilities
- Develop, update and refine key humanitarian management and response plans and policies to enhance preparedness and resilience.
- Strengthen capacity within the Nauru Emergency Services (NES) to improve coordination, response, and preparedness for humanitarian emergencies.
- Strengthen NES capacity to implement disaster management programs, including WFP Food Shortage Program, Climate Finance Capacity Support Program (Drought Management Plan), BSRP, and other programs as necessary.
- Improve response mechanisms to address humanitarian challenges arising from potential supply chain disruptions.
- Raise awareness of humanitarian risks to ensure informed decision-making and proactive risk mitigation.
- Continue to develop the disaster management institutional structure, including the National Cluster System, Incident Management System, National Disaster Risk Management Plan to align with best practices regionally and globally, but that are suitable for Nauru.
Selection criteria
- A bachelor's or master's degree in a relevant field such as Disaster Management, Humanitarian Assistance, Emergency Management, International Development, Public Policy, Risk Management, or a related discipline.
- 5+ years of experience in disaster risk management, humanitarian response, emergency planning, or crisis coordination in government, non-government, or international organizations.
- Experience in developing and implementing disaster risk management plans, including contingency planning and response strategies.
- Proven ability to conduct risk assessments and analyse the humanitarian impact of disruptions to critical infrastructure.
- Experience in capacity building and training, particularly with emergency services or government agencies.
- Prior experience working in Pacific Island Countries or small island states is highly desirable.
