Project Summary:

Working in close coordination with USAID's Office of Transition Initiatives (OTI), MSI will establish and manage a flexible, quick-response mechanism supporting activities that will advance democracy and stability in Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.

Position Summary:

The Monitoring, Evaluation, and Learning (MEL) Consultant will be primarily responsible for collecting qualitative and quantitative information from activities carried out by the program and generating reports, supporting with identifying lessons learned, and keeping track of successes and challenges of activities. The MEL Consultant will ensure ongoing political data analysis within the program and coordinate closely with Program Development Officers (PDO) to develop activity-level MEL plans, monitor ongoing activities, draft activity final evaluation reports, and ensure the Activity Database is regularly updated with activity information. The MEL Consultant will also manage efforts to obtain information on impacts/effects of activities and produce communications and knowledge products. The MEL Consultant will provide feedback to team members in ongoing implementation and learning meetings as well as period pause and reflect events, to ensure that they incorporate lessons learned and best practices into new activity development and implementation. This role will be an eight-month assignment based in Chisinau with the possibility of extension.

 

Responsibilities:

  • Provide ongoing political and data analysis to inform the program strategy and activities.
  • Maintain open communication with PDOs and Senior Management Team (SMT) to ensure flow of information.
  • Develop MEL plans at the activity level in coordination with the program team.
  • Assist in designing and implementing initiatives to strengthen the project's approach to MEL, including adoption of standardized indicators, indicator tracking tools, and innovative evaluation approaches.
  • Obtain information from PDOs regarding activity results and produce communication products.
  • Prepare and guide activity evaluation actions such as workshops, focus groups, interviews, round tables, surveys, etc.
  • Support the program's overall learning agenda to derive lessons learned and best practices from program activities and contribute to reporting requirements.
  • Collect, record, and review data and maintain the Monitoring & Evaluation (M&E) database.
  • Conduct data verification exercises including data review and interviews.
  • Manage the repository of tools, guidelines, and reference documents for MEL work and other materials.
  • Regularly visit partners, beneficiaries, and activities to evaluate the progress and impact of the activities.
  • Help build the capacity and provide technical assistance to partners and grantees in monitoring, evaluation, and learning techniques.
  • Oversee the work of up to three MEL, communications, and data analysis staff.
  • Perform other tasks as requested as required.

 

Qualifications:

  • Bachelor's degree in relevant field is required.
  • Minimum five years of professional work experience required.
  • Experience working in evaluating programs, social projects, and/or public policies.
  • Experience working in research with qualitative and/or quantitative methodologies (statistics or econometrics), including developing research reports.
  • Knowledge of and experience with developing and evaluating impact-oriented projects.
  • Ability to maintain confidential information.
  • Ability to travel to other project implementation locations and work harmoniously with colleagues from different cultural and professional backgrounds
  • Advanced knowledge of all Microsoft Office programs such as Word, Access, Excel, PowerPoint, Outlook, and FrontPage.
  • Strong time management, activity organizational, communication, proactive problem-solving, service orientation, and interpersonal skills.
  • Strong written and verbal communication in English is required.
