Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

 

Position Summary

Tetra Tech seeks an experienced Organizational Capacity Development and Training Specialist to design and manage the program's training and capacity building activities across government energy institutions. The specialist will work with the program's partners, stakeholders, grantees and national and municipal entities. The successful candidate will determine what kind of capacity building is needed, make sure training aligns with program goals, design training methodologies, and introduce standardized processes for training design and delivery.  

This is a full-time, one-year position for Ukrainian citizens with the possibility of extension for a second year. It will be based in the Kyiv office. Occasional travel around Ukraine may be required.

 

Position Responsibilities

  • Design a targeted, comprehensive capacity-building methodology for uniform implementation across the program
  • Conduct institutional and training needs assessments (including interviews, surveys, focus groups, and document reviews) to identify knowledge, skills, and organizational capacity gaps across partner institutions

  • Design and validate tailored capacity-building plans that translate needs into clear learning objectives, training modalities, and performance indicators, ensuring alignment with the program's strategic goals and institutional reform priorities; collaborate with technical teams to develop content

  • Support team to prioritize capacity-building needs; ensure alignment with program goals; define interventions, tools, and modalities (trainings, workshops, partnerships, grants); and define performance indicators

  • Collaborate and coordinate with educational institutions, governmental agencies, private sector firms, and nongovernmental and nonprofit organizations to improve organizational capacity and performance of program partners

  • Support the program leadership team to create, develop, and implement plans and other documents related to Tetra Tech capacity building and training activity in the energy sector

  • Monitor and report progress on capacity building for quarterly/annual reports and annual work plans; guide technical teams on annual monitoring

  • Help prepare draft scopes of work and coordinate international and domestic consultants to produce capacity building outputs

  • Define, coordinate, and facilitate workshops, trainings, and other capacity-building events as necessary

  • Other tasks assigned by the Director, Knowledge Management and Program Integration

 

Required Qualifications

  • Bachelor's degree in international development, energy policy, law, economics, political science, or other relevant field

  • Minimum of four years of relevant experience  

  • Experience designing and conducting training, workshops, and other institutional strengthening and skill-building initiatives

  • Demonstrated experience working on internationally funded donor programs

  • Knowledge of monitoring and evaluation requirements on institutional capacity building

  • Strong analytical skills

  • Excellent communication skills

  • Proactive, detail-oriented, and highly organized; able to manage multiple priorities

  • Fluency in Ukrainian and full proficiency in English

 

Preferred but Not Required Qualifications

  • Experience in Ukraine's energy sector; good working relationships with primary energy sector institutions

  • Experience working for U.S. government-funded projects

Line Management Responsibility: N/A

 

Physical Demands and Work Environment:  This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine for interaction with local stakeholders.
