Australian Infrastructure Financing Facility for the Pacific Support Unit
The Australian Infrastructure Financing Facility for the Pacific (AIFFP) finances quality, climate resilient infrastructure projects in the Pacific and Timor-Leste. The AIFFP is managed by the Department of Foreign Affairs and Trade, with support from Tetra Tech (the Support Unit). The AIFFP Support Unit provides advice and services to support the delivery of the AIFFP and its objectives.
Key responsibilities
Tetra Tech International Development is seeking a dynamic and experienced Procurement Specialist to lead and coordinate the Support Unit's procurement planning and implementation across the program portfolio of energy infrastructure projects in Papua New Guinea.
- Lead and coordinate procurement planning and implementation for energy infrastructure projects in Papua New Guinea, in line with Commonwealth Procurement Rules (CPRs) and AIFFP frameworks.
- Develop sourcing strategies, draft tender documentation, and oversee end-to-end procurement processes, including evaluation and contract finalisation.
- Contribute to procurement governance, including risk mitigation, committee evaluations, and compliance with internal policies.
- Monitor contract performance and implement systems to track procurement progress across the program portfolio.
- Manage procurement resource allocation to ensure consistent, timely, and high-quality service delivery.
- Mentor and support project teams to strengthen procurement capabilities and adherence to ethical standards.
Selection criteria
Relevant tertiary qualifications or professional certifications in procurement, public administration, business, law or related field.
- Tertiary qualifications or professional certification in procurement, public administration, business, law, or a related field.
- Minimum 10 years' experience in procurement, including donor-funded frameworks (e.g. DFAT, World Bank, ADB) and strong knowledge of the Commonwealth Procurement Rules (CPRs).
- Demonstrated ability to manage full procurement lifecycles, deliver open market processes, and produce high-quality procurement documentation and reports.
- Experience in infrastructure-related procurement (works and consultancy services), market outreach, and early contractor engagement.
- Strong interpersonal and stakeholder engagement skills, with proven ability to work collaboratively in cross-cultural and multi-disciplinary teams.
- Familiarity with value-for-money principles, environmental and social safeguards, AS/FIDIC contracts, and health and safety considerations in major procurement contexts.
