Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Procurement Specialist who will support the administration and management of procurements, including performance improvement projects and procurement for project office needs. The position will report to the Procurement Manager. This is a full-time position for Ukrainian citizens, to be based in the Kyiv office. Occasional travel around Ukraine may be required.
Position Responsibilities
Assist the Procurement Manager throughout the whole tender process.
Draft requests for proposals/quotations and other types of solicitation documents; publish them on tender websites, newspapers, and other public locations.
Conduct market research.
Participate in evaluation committees and draft supporting documents; negotiate prices and other contract terms and conditions with vendors; and draft contracts.
Liaise with vendors and subcontractors to collect information and documentation.
Maintain and archive procurement files.
Liaise with the finance department on invoices processing and other vendors and subcontractors matters.
Assist in archiving financial files and procurement files.
Other duties as assigned.
Required Qualifications
University degree, in finance, business, or other related field.
At least four (4) years of administrative experience managing procurements.
Ability to work independently with minimal supervision, prioritize multiple assignments in an extremely fast-paced environment, meet deadlines, and exercise good judgment.
Excellent attention to detail.
Ability to effectively use computer software, including the full Microsoft Office suite.
Professional proficiency in English and fluent Ukrainian.
Preferred but Not Required Qualifications
Administrative experience managing procurements on donor-funded projects.
Prior experience with U.S. government-funded projects.
Experience ensuring procurements comply with established rules and regulations and Ukrainian laws.
Knowledge of FAR and AIDAR.
Line Management Responsibility: N/A
Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine to interact with local stakeholders.
