Project Summary:

The USAID El Salvador Monitoring, Evaluation, and Learning (MEL) project provides monitoring, evaluation, learning, and knowledge management support services to USAID operating units (OUs) in the Central America region, including USAID/El Salvador; the USAID/Central America and Mexico (CAM) regional Mission; regional bilateral Missions in Guatemala, Nicaragua, Honduras, and Mexico; and USAID/Washington-based bureaus and offices operating in Central America. These services will enhance USAID's regional MEL capacity and evidence base to guide activity design; facilitate learning and adaptive management for USAID and its partners. This project will play a pivotal role in measuring and understanding the effectiveness and impact of USAID's programming on the drivers and overall reduction of irregular migration to the United States.

Position Summary:

The Statistician Specialist for the Mid-term Performance Evaluation for Education & Coexist program will be part of the evaluation team that will provide evidence on management issues and will document learning and continuous improvement. The Specialist will be required to organize and evaluate raw data to inform USAID and other stakeholders. This evaluation will provide USAID/El Salvador insights on the effectiveness for the Education & Coexist program.

 

Responsibilities:

  • Advise on sampling farming and draw samples for data collection efforts.
  • Attend team meetings and contribute to instrument design as assigned.
  • Contribute to piloting data collection instruments by advising on results from a data analyst/statistician perspective.
  • Set up and run surveys or questionnaires for electronic online implementation in suitable platform, such as survey monkey, if applicable.
  • Develop or co-develop data analysis plans to guide the evaluation of the data collected.
  • Monitor responses and provide summaries on response rates to allow for follow-up.
  • Perform data quality control during and after the survey and/or questionnaire is closed to ensure the quality of the data (e.g., elimination of duplicates).
  • Perform final data quality runs and proceed to review the data as per agreed data collection plan once data collection is completed.
  • Run statistical analysis and statistical tests on the data as applicable.
  • Prepare graphs, tables, and other data outputs for reports and/or other products linked to the assigned task.
  • Prepare quantitative data sets in English for submission to USAID when required.
  • Contribute to the preparation of preliminary findings related to quantitative data.
  • Perform other related tasks as assigned.

 

Qualifications:

  • Bachelor's degree in mathematics, statistics or other fields related with sampling frame preparation and data analysis required. Formal training in monitoring and evaluation preferred.
  • Minimum five years of work experience conducting the elaboration of sample frame for evaluation and research processes, data management and analysis required.
  • Experience in setting up and running surveys for electronic online implementation.
  • Experience in statistical analysis and preparation of graphs, tables, and other data output needed for reports.
  • Familiarity with USAID's objectives, approaches, and operations, particularly as they relate to USAID Evaluation Policy and USAID Economic Growth Policy preferred.
  • Knowledge of the application of methodologies for social science research is preferred.
  • Proficiency in the use of Microsoft Office Suite, Monkey Survey, and statistical software.
  • Ability to conceptualize and write clearly and concisely.
  • Strong written, proofreading, and oral presentation skills.
  • Fluency in Spanish required. Intermediate skills in written and verbal English preferred.
