Project Summary:

Through the USAID/Ethiopia Learning Analytics Activity (LAA), MSI is tasked to conduct a diagnostic assessment of the Childhood Development Activity (CDA). The Childhood Development Activity is a five-year activity funded by USAID and LEGO Foundation, and the prime implementer is Save the Children to address estimated beneficiaries of 200,000 - 339,800 pre-primary school children (3-6+ ages). The activity is being implemented in five conflict-affected regions of the North (Amhara, Afar, and Tigray regions) and drought-affected districts of the South (Oromia and Somali regions). The main objective of the Activity is to increase opportunities for preschool-aged young children (ages 3-6+), prioritizing those affected by crisis and conflict, including refugees and internally displaced persons (IDPs) to participate in quality play-based, pre-primary programming with nutrition and Mental Health and Psychosocial Support (MHPSS) that increases their overall well-being and improves their early learning outcomes and holistic development skills.

Position Summary:

The Team Leader will be responsible for the overall management of the study and provides overall technical leadership support, with guidance from the USAID/Ethiopia LAA. The Team Leader will oversee the assessment team's efforts to effectively design, implement, report, and disseminate the study and ensure high-quality and timely performance throughout the assessment process. The planned period of performance for this activity is expected to begin in April 2024 and is expected to be completed in mid-August 2024. The anticipated level of effort (LOE) is 90 days, and the expected performance period for this activity is a start of April 2024 and is expected to be completed in mid-August 2024. The LOE may be revised once the assessment design is complete. All fieldwork must be completed by mid-June 2024, prior to the end of the school year.

 

Responsibilities:

  • Coordinate the development of a work plan that includes a draft timeline, assessment milestones, schedule of field visits and data collection efforts, proposed evaluation methodology and assessment team members.
  • Manage the development of the Study Design.
  • Manage data quality throughout the assessment process, including data processing and report writing.
  • Coordinate and oversee all study aspects, ensuring adherence to timelines, budget, and compliance with USAID Evaluation Standards.
  • Ensure incorporation of gender considerations.
  • Utilize vital assessment and research methods in both quantitative and qualitative approaches.
  • Apply analytical skills to interpret the findings and make actionable recommendations.
  • Serve as the primary point of contact on the assessment, maintaining regular communication and providing updates on assessment progress.
  • Ensure effective communication within the team and with key stakeholders.
  • Coordinate and participate in PowerPoint preparation and presentation of assessment design, write-up, and preparation of high-quality reports, presenting assessment findings and recommendations to USAID/Ethiopia and other relevant stakeholders.
  • Work closely with team members to ensure effective coordination and collaboration.
  • Guide team members, promoting a positive and productive working environment.
  • Monitor team performance, provide feedback, and address any performance issues.
  • Coordinate effective collaboration with the implementing partner of the CDA and its local partners to ensure timely and accurate reporting of study results.
  • Supervise the assessment team, address comments given at all stages of the assessment, and deliver quality products, including the overall delivery of the assessment deliverables.

 

Qualifications:

  • Master's degree in education, measurement and evaluation, development studies, or a related field is required.
  • Minimum ten years of experience in assessment/evaluation, evaluation management in the education sector, and childhood development is required.
  • Experience with analytical ability and leadership skills in team management, assessment/evaluation design, and implementation required.
  • Experience in leading data collection, analysis, and interpretation using quantitative and qualitative methods required.
  • Experience leading assessments/evaluations of a similar nature.
  • Experience leading assessment/evaluation team members with different backgrounds.
  • Experience conducting baselines, assessments, and evaluations in East Africa, preferably Ethiopia.
  • Experience providing technical subject matter expertise in education application, pre-primary learning/early childhood development tools, such as Measuring Early Learning Quality & Outcomes (MELQO), and child participatory surveys.
  • Knowledge and experience related to WASH services, nutrition, health, and child health.
  • Experience working in conflict and/or crisis-affected areas and refugee camps.
  • Experience in leading assessments of similar scale and the ability to manage complex projects required.
  • Knowledge and experience in early childhood education and development in emergencies, early pre-primary education, child protection, safeguarding, school feeding, capacity building, inclusion, and gender.
  • Familiarity with USAID Evaluation Standards and requirements required.
  • Strong organizational, attention to detail, analytical, problem-solving, and time management skills required.
  • Ability to meet deadlines and deliver high-quality work required.
  • Proficiency in English, both written and verbal, is required. Proficiency in one or more local languages is advantageous.
