We currently are seeking a Transmission Routing & Siting Project Manager to support work in the Western US related to routing and siting for electric transmission and substation projects within the Northwest market. This position will also play a key role in the routing and siting of transmission lines associated with offshore and onshore wind facilities, solar arrays, battery storage, and other energy-related projects.

 

The Project Manager will support the Energy Program with all aspects of work related to greenfield and brownfield projects for onshore transmission lines, substations, switching stations, and collector stations. Additionally, the Project Manager will conduct project execution, prepare budgets, and develop schedules, while also establishing and maintaining a professional and satisfactory relationship with clients, subcontractors, regulatory agencies, and other project stakeholders.

 

Responsibilities:

·         Manage and perform planning, route alternatives analysis, selection, and development of sites and corridors for electric utility facilities.

·         Prepare due diligence-level reviews and critical issues analyses of potential developments as part of preliminary siting analyses.

·         Provide strategic regulatory guidance and technical expertise to clients regarding permitting pathways and potential challenges.

·         Prepare routing and siting studies, review technical reports, and prepare applications for submittal to state public utility commissions in support of electric transmission projects (e.g., Washington, Oregon, Idaho, Montana, Wyoming, Nevada, Utah, Colorado, etc.).

·         Lead multidisciplinary teams of subject matter experts to conduct fieldwork, prepare technical reports, and convey complex resource-based information and permitting and mitigation requirements to clients and stakeholders.

·         Support public outreach initiatives and stakeholder workshops as required by state public utility commissions as part of the routing and siting application process.

·         Manage projects from concept to completion including siting, routing, public communications, environmental surveys, permitting, planning, construction compliance, and project closeout.

·         Promote cross-functional collaboration among environmental, engineering, project management, and finance/operations groups.

·         Represent clients before federal, state, and local regulatory and land management agencies, boards, planning commissions, and councils.

·         Prepare project descriptions and summaries, respond to data requests, and make presentations to the governing jurisdiction's representatives in public meetings to obtain approval for projects.

·         Identify and communicate opportunities for cost savings, permitting efficiencies, and other value-added services.

·         Work closely with other members of Tetra Tech's Energy Team to ensure deliverables and services are being provided to client's satisfaction and that projects are following internal QA/QC guidelines; and

·         Mentor junior staff in the routing and siting process and federal, state, and local land use permitting for substation and transmission projects.

Requirements:

·         Bachelor's degree in land use planning, geography, biology, engineering, GIS, or other environmental-related degree.

·         Experience performing GIS-based routing and siting evaluations for transmission projects.

·         Minimum of 10-15 years of total experience with 5-10 years of electric transmission routing and siting project management experience.

·         The ability to handle multiple tasks, coordinate effectively with others, and work independently within a team are important characteristics for this position.

·         Must be able to research and interpret federal, state and local regulations on a project-specific basis to assess project permitting feasibility and requirements, and interface with regulatory agencies.

·         Experience preparing state utility commission routing and siting applications.

·         Experience preparing and obtaining federal, state, and local permits such as DOT and railroad, Clean Water Act Section 404/401/408, Section 10 of the Rivers and Harbors Act, Endangered Species Act Section 7/10, conditional use permits, etc.

·         Must have a valid driver license and be able to pass the company DMV check to be a Tetra Tech-qualified driver of corporate/rental vehicles.

·         Must pass a pre-employment drug test in compliance with state regulations.

 

Preferred Qualifications:

·         Experience providing expert witness testimony to state utility commissions.

·         Experience with Oregon Energy Facility Siting Council process.

·         Experience with Washington Energy Facility Site Evaluation Council.

·         Experience with FERC 1000 process.

·         Experience managing public outreach workshops in support of routing and siting applications.

·         Knowledge of web-based interactive GIS databases.

·         Knowledge of web-based interactive public outreach websites.

 

Compensation:

Salary commensurate with experience.

Salary Range: $120,000 - $180,000 yr.
