Associate Commissioner for Operations Support (Director V)
The Associate Commissioner for Operations Support reports to the Deputy Commissioner of the Community Services Division and provides executive leadership and oversight of divisional operations support functions. This role ensures effective, efficient, and compliant business operations aligned with divisional and HHSC strategic goals.
The Associate Commissioner leads operations teams responsible for business operations, contract oversight, audits, information technology initiatives, financial management, data and performance management, and workforce support. The role partners with program areas to develop solutions to complex operational issues affecting clients and service providers and provides strategic direction for divisional reporting, performance management, and operational planning. The position operates with significant autonomy and independent judgment.
Essential Job Functions (EJFs):
Provides strategic leadership and direction consistent with the mission and goals of the Community Services Division and the HHSC strategic plan.
Establishes priorities, goals, and an organizational structure that supports efficient operations and compliance with applicable laws, rules, and policies.
Represents divisional leadership and builds partnerships with internal and external stakeholders, including HHS leadership, legislative offices, and state and federal agencies.
Manages divisional resources, including budget development, fiscal oversight, and financial reporting, to ensure accountability and sound stewardship.
Oversees contract compliance, procurement, audits, and contract lifecycle management; oversees development and implementation of policies, procedures, and best practices to support program areas.
Provides leadership for operational strategy, workforce support, performance management, and continuous improvement initiatives.
Directs, supervises, and evaluates staff; assigns work and projects; and sets clear performance expectations.
Monitors progress toward goals, evaluates divisional performance, and reports findings and recommendations to leadership.
Performs other duties as assigned.
Knowledge Skills and Abilities (KSAs):
Knowledge of state and federal laws, regulations, and policies related to operations and administration.
Knowledge of budgeting, financial management, procurement, and contract oversight.
Knowledge of legislative processes, workforce development, data reporting, information technology, and business services.
Skills in in strategic planning, policy development, complex problem-solving, and organizational leadership.
Ability to to manage competing priorities, lead teams, and communicate complex issues clearly.
Ability to build and maintain effective working relationships and operate effectively under pressure and deadlines.
Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
Graduation from an accredited four‑year college or university with a bachelor's degree.
Experience may be substituted for education on a year‑for‑year basis.
At least three (3) years of experience in operations, business management, or administrative support functions, including executive or senior‑level management responsibility in one or more of the following areas:
- Business or operational management
- Financial management or budget oversight
- Contract management, procurement, or audit functions
- Information technology or systems support
- Workforce or organizational support functions
At least four (4) years of experience supervising or leading professional or managerial staff, including responsibility for setting priorities, managing performance, and allocating resources.
