Job Description:

Accountant VI
This position is performed as the Team Lead for Cash Management under the direction of the Cash Management Manager. The position works under limited direction with extensive latitude for the use of initiative and independent judgement. This position performs highly complex oversight activities for the daily operations of the Federal Draws Cash Management team within the Fund Management Unit. Plans, assigns and performs advanced accounting work related to cash management of state, collected and federal funding in complex financial accounting systems. Assists with complex reconciliation in the Cross Departmental preparation of various state and federal financial reports. Reviews, analyzes and interprets State and Federal financial regulations and policies affecting cash management. Acts as a liaison, providing technical guidance and expertise to internal and external entities on agency cash management related issues. Prepares and oversees the preparation of financial analysis and reports; establishing, maintaining, and overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets, appropriations. Supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Member in charge of training, supporting and working on daily tasks for the Federal Draws Cash Management Team. 

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

Assist the Cash Management Manager in planning, assigning and participating in the activities of the accounting staff in the Cash Management Federal Draws team. 

General Ledger Accounting including final review and approval of journal entries into USAS and CAPPS and analyzing and implementing financial requirements of Comptroller fiscal policies and procedures. 

Reviews weekly reconciliation of grant funding completed by accountants to ensure the integrity of cash management data in CAPPS and USAS. 

Serve as a liaison and provide technical guidance and expertise to internal and external entities on agency cash management related issues. Analyze processes and internal controls and recommend and implement changes as necessary. 

Provides oversight and participates in special projects as required or requested and other duties as assigned. These tasks may require coordination with staff within the agency, other state or federal agencies, or outside entities.

Skills Knowledge and Abilities:

Knowledge of State of Texas accounting systems and related financial policies and procedures.
Knowledge of state and federal laws and regulations relevant to state and federal reporting requirements.
Knowledge of the state appropriation process and how it affects the financial and accounting operation of an
agency.
Knowledge of generally accepted accounting principles and their applicability to state financial accounting.
Skill in CAPPS Financials, USAS.
Skill in working under limited direction with extensive latitude for the use of initiative and judgment.
Skill in establishing and maintaining effective working relationships.
Ability to lead the allocation of state and federal funds to agency programs and develop effective plans for verifying and reconciling federal funds used in financial operations. 
Ability to establish goals and objectives; to develop and evaluate policies and procedures; and to plan, assign, and oversee the work of others.
Ability to organize workload, set priorities, manages several tasks at one time and meets deadlines. Ability to communicate effectively, both orally and in writing.  

Initial Screening Criteria:

Five years of progressively responsible experience in accounting and financial operations. 
Graduation from an accredited four-year college or university. A major in accounting, finance, marketing, management, or other business related field is preferred. However, each year of experience may substitute for one year of college on a year for year basis up to four years.
Extensive experience in Microsoft Excel and Automated Accounting Systems.
Experience in reconciliation between multiple reports and workflow.
