BRIEF JOB DESCRIPTION:

The Texas Health and Human Services Commission seeks highly qualified candidates to fill a Data Visualization Analyst position within the Office of Rural Hospital Finance in the Provider Finance Department. This position will be part of innovative state-funded grant and technical assistance programs targeting rural hospitals. This position joins a team that makes a positive impact on the operations of rural hospitals and their ability to provide health care services to rural Texas communities. The Rural Hospital Data Visualization Analyst will be responsible for performing highly complex (senior-level) data analysis and data research work related to rural hospital financial, operational, and grant funding use. It will report to the Technical Assistance team manager. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

 

The Data Visualization Analyst will create visual representations of data, such as charts, graphs, dashboards, and other tools to help internal and external stakeholders understand trends and make informed decisions. The position will design, develop, implement, modify, and maintain dashboards; computer applications, spreadsheets, and other analytical tools used in the collection and analysis of grant program data; and data analysis methods and procedures. Work involves ensuring the accuracy of collected data, as well as working with team members to ensure the collected data is the best measure(s) or indicator(s) to determine the extent to which the goals of a project have been achieved and measure the project's impact.

 

The best fit for this role is someone who can adapt to change, has an eye for detail, has excellent communication skills with the ability to convey complex data in a clear, engaging manner through graphic visualizations, and is a self-starter.

 

ESSENTIAL JOB FUNCTIONS (EJF):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

EJF 1 – Data Analysis, collection and cleaning. With direction from the Rural Hospital Finance leadership team, this position develops tools and dashboards to provide leadership and team members the ability to monitor key projects and the impact of grant funding and technical assistance activities. Work involves analyzing data using standard statistical tools, methods, and techniques; and interprets results to identify significant differences, trends, and consistencies in data. Consults with Rural Hospital leadership to identify user needs. Compiles and queries data. Identifies and interprets data patterns and trends and assesses data quality. Collates and verifies data from various sources and analyzes and interprets the raw data to create accurate data visualizations. Work involves analyzing and understanding data to identify patterns, trends, and insights that can inform business strategy and decisions. May develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality. The position will periodically collaborate with the Grants team to assess financial data reporting for grants and identify areas of progress, improvement, or concern; makes recommendations; and assist in creating solutions related to financial grant reporting. Work includes the coordination of fiscal analysis of the Office of Rural Hospital Finance grant programs to determine their effect on the rural hospitals. (30%)

 

EFJ 2 – Visualization and Design. Create visually appealing and easy-to-understand visualizations, such as charts, graphs, maps, and interactive dashboards. Work involves applying design principles like color theory and graphic design layout. Assists Office of Rural Hospital Finance leadership in preparing visuals that reflect financial analysis and trends related to its work with rural hospitals. Key responsibility is to transform complex data into easy-to-understand visuals like charts, graphs, and interactive dashboards using tools such as Tableau. Work centers around applying data visualization design principles to ensure the message is easily understood by the audience through the right chart type, strategic color use, and minimal clutter, while providing context and conveying an accurate portrayal to drive decisions. Work includes collecting/cleaning data, analyzing it for trends, designing effective visuals, building interactive dashboards and other tools, ensuring data accuracy, and presenting findings to various teams, as needed. (30%)

 

EJF 3 – Stakeholder Collaboration. Work involves extensive collaboration with Grants and Technical Assistance teams to understand their data visualization requirements and needs. Work involves understanding diverse needs (technical assistance, financial, and operational) of the Grants and Technical Assistance teams to create shared, impactful visuals that promote understanding and knowledge about rural hospital operations and use of grant funding. May prepare training materials to assist team members to improve their knowledge about data analysis and reporting. May contribute to high quality written project reports, issue papers, correspondence, and memorandum for senior and executive management as assigned or as needed. May monitor ongoing project and operational financial data collection and make recommendations for future actions based on findings. Work involves compiling, reviewing, analyzing financial data and operational data to identify trends and gaps in how grant funds are used. Conducts analyses of actual expenditures, including identifying expenditure patterns and trends; and prepares periodic program reports and statistical analysis using Word, Access, Excel, PowerPoint, Tableau, and/or Power BI. (20%)

 

EJF 4 – Reporting and Quality Assurance

Responsible for maintaining documentation of visualizations' underlying models/schema, investigating any issues/discrepancies that may appear in the front-end data and working with institutional resources to resolve issues. May assist with the creations of and maintenance of standard work procedures governing the appropriate use of data and visualization strategies. This includes documentation of work procedures to ensure consistency in evaluation and improved quality of data products. (20%)

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:  

Knowledge of data analytics, including data quality and integrity processes.

Knowledge of statistical analysis and techniques.

 

Skill in the use of a computer and applicable software, and in data modeling.

Skill in organizational and time management skills

Skill in managing multiple and competing priorities.

Skill using advanced Microsoft Excel knowledge to perform data modeling, dashboard creation, chart creation, and pivot table creation.

Ability to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; to communicate effectively; and to supervise the work of others.

Ability to work independently and/or in a team environment with positive team interactions and to prioritize workload assignments to meet established deadlines.

 

INITIAL SELECTION CRITERIA   

Graduation from an accredited four-year college or university with major coursework in Data Science, Data Analytics/Visualization, Computer Science, Informational Design, Information Systems, or related field. (Transcripts may be required)

Experience in at least two of the following applications: Microsoft Excel, Tableau, or PowerBI is required.

Experience in at least two of the following programming languages: Python, R, SQL, or JavaScript.

Experience in graphic design or visual analytics.

 

PREFERRED CRITERIA

Work experience with data modeling and database management. (in-basket exercise may be requested)

Work exprience creating dashboards and other data visualizations. (in-basket exercise may be requested)

Work experience in working with large and complex datasets.

Work experience in graphic design and D3.js.
