Brief Job Description:

The Compliance Analyst V, Field-Based Coordinator (FBC), provides highly advanced (senior-level) compliance analysis and technical assistance work to State Supported Living Center (SSLC) leadership.  Oversees progress toward the achievement of SSLC strategic goals and objectives by planning, developing, and monitoring SSLC operations and service delivery.  Monitors and evaluates assigned SSLCs, in person and remotely, to review and ensure compliance with operational standard, policies and procedures, to identify and address potential improvement areas, and to oversee state-wide implementation of identified best practices. Oversees and conducts highly complex and specialized on-site program compliance and quality enhancement reviews of the Center's program operations and services and to ensure compliance with LSC, ICF and TAC and to address data-driven concerns noted in trend analysis or findings from UIRs.  Evaluates the interdisciplinary coordination of services, completed report, provides strategic direction to SSLC Directors, and participates in professional development activities.  Provides highly advanced technical guidance on the improvement of both statewide and local operations and assists with the development initiatives to enhance services and supports, enhance compliance, and oversees corrective action planning. Analyzes and evaluates the impact of proposed legislation, regulation changes and/or interpretation revisions. Compiles, reviews, and analyzes data to verify documentation. Reviews legal documents provided to SSLC administration such as reports from regulatory reviews, annual survey reports, Immediate Jeopardy (IJ) templates, and all UIRs with inconclusive and confirmed findings.  Assists with preparing and implementing responses.     Attends and facilitates meetings, leads assigned committees and workgroups and completes special investigations or assignments.  Serves as a SSLC Director or Assistant Director of Programs (ADOP) as needed.  Travel at least 50% of the time is required to all SSLCs statewide and state office on a regular basis, with some prolonged stays. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.   Serves in an on-call rotation to respond to serious incidents. Travels extensively (50% of the time).

 

Oversees progress toward the achievement of SSLC strategic goals and objectives by planning, developing, and monitoring SSLC operations and service delivery.  Ensures that assigned Centers are operating at standards consistent with Center procedures, agency policies and the rules of state operated facilities for individuals with intellectual and developmental disabilities.  Monitors and evaluates assigned SSLCs to ensure compliance with policies and procedures, identify potential improvement areas, and to oversee state-wide implementation of identified best practices. Provides input into the development and revision of statewide policies, procedures, and rules, methods to determine compliance, and development and revision of risk and mitigation plans such as for weather-related emergencies.

 

Serves as a SSLC Director or ADOP as needed.  Is appointed to serve by the Associate Commissioner in short or long-term absences of Center leadership. In this capacity, performs all the essential job functions of the assigned position. Administers the organization and operation of the SSLC so that it functions efficiently and effectively and executes the Assistant Commissioner's goals and guiding principles for all SSLCs. Provides overall program vision, leadership and strategic direction to the SSLC.

 

Oversees and conducts highly complex and specialized on-site program compliance and quality enhancement reviews of the Center's program operations and services and to ensure compliance with LSC, ICF and TAC and to address data-driven concerns noted in trend analysis or findings from UIRs. During reviews, attends IMRT and morning medical meetings, reviews all UIRs that have high visibility or that have inconclusive or confirmed dispositions.  Evaluates the interdisciplinary coordination of services to ensure that the health, safety, care, treatment and support provided by each center meets the needs of the individuals served and reflects professionally accepted standards of practice.  Provides an executive summary of activities and recommendations following onsite visits and reviews, as requested.  As assigned, participates as a member of the State Office State Review Team (SRT) process, conducting a formal annual compliance review of assigned areas and providing a written report in the designated format.

 

Provides strategic direction and oversight to SSLC Directors and Assistant Director of Programs to assist them in identifying and solving complex problems and to facilitate uniform, appropriate and effective implementation of supports and services.  Routinely participates in Critical Incident Team (CIT) meetings, UIR reviews, IMRT, morning medical and unit morning meetings to provide technical assistance and evaluate functioning of processes and systems.  Identifies compliance issues and provides feedback to Center leadership. Provides advanced mentoring and consultation to center leadership through routine meetings to assist in their professional development.  Coaches Directors ADOPs and other administrators in systems and processes to ensure efficient and effective operations and service delivery.

 

Provides highly advanced technical guidance on the improvement of both statewide and local operations and assists with the development initiatives to enhance services and supports.  Collaborates with SSLC Directors to provide guidance and oversight in the resolution of compliance issues and implementation of corrective actions. Oversees the development and effective implementation of action plans. Provides facilities with on and off-site technical assistance and training.  Assists the SSLC Director and Assistant Director of Programs (ADOP) with identifying and coordinating use of available training resources as needed.  Develops and conducts training independently, or in collaboration with other agency discipline coordinators, such as in the areas of incident management, active treatment, staff deployment, or other areas identified as deficient. Coordinates with the SSLC Director to ensure the training is deployed effectively.  Works with the Center to build their own subject matter expertise and to develop training capacity and subject matter expertise.

 

Analyzes and evaluates the impact of proposed legislation, regulation changes and/or interpretation revisions, and changes to standards affecting compliance ad operations.  Review documents such as those that change guidance, content of provider letters, reporting timelines, and reportable incidents.   Enters analysis of proposed legislation into the electronic database by the assigned deadline and provides input into fiscal note analysis.  Provides guidance to Center leadership regarding any changes and how to operationalize noted changes to ensure compliance.  Reviews and recommends changes to any relevant policies and procedures to ensure compliance with any noted changes. 

 

Compiles, reviews, and analyzes data to verify documentation. Reviews Discern Analytics (DA) reports and data in the electronic health record to ensure it is in alignment with the content of the Incident Management Review Team (IMRT) and Unusual Incident Report (UIR).    Maintains, updates, and assesses data in an internal tracking system such as the Critical Incident Team (CIT) and UIR log.  Performs statistical sampling of data. Reviews and ensures action(s) are taken to address not only standard QA data trends but high profile or community related events.

 

Reviews legal documents provided to SSLC administration such as reports from regulatory reviews, annual survey reports, Immediate Jeopardy (IJ) templates, and all UIRs with inconclusive and confirmed findings. Provides recommendations for response to credible letters of allegation. Prepares or assists the Center in Informal Dispute Resolution (IDR) formulation.  Assists in developing Plans of Correction/Plans of Removal related to the issuance of an IJ and credible letters of allegation(s), if necessary. Reviews the Center's documentation to support compliance once POC/POR are established, as needed.

 

Conducts special investigations of assigned facilities such as investigations related to complaints made by Legally Authorized Representatives (LARs).  Consults with agency discipline coordinators to resolve operational problems and identify staff training needs.  Provides a clear, concise and accurate executive report of the findings, debriefs with SSLC Director, and provides recommendations to correct issues.

 

Leads committees and/or work groups and represents the program area at various stakeholder meetings such as parent/guardian association meetings, volunteer services council meetings, and meetings with independent school districts.  Fosters relationships with and is responsive to stakeholders including family members, advocacy groups, the Legislature, other state and federal agencies, professional organizations, community centers and the general public.   Develops partnerships, and assists the Center Director with developing partnerships with, stakeholders including residents and their families, advocacy groups, intellectual disability authorities, the Legislature, other state and federal agencies, professional associations, and the public. 

 

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of local, state, and federal laws related to the program area to include Intermediate Care Facilities/Individuals with Intellectual Disabilities (ICF/IID), Texas Administrative Code (TAC), HHSC policies and procedures related to State Supported Living Centers, and the Department of Justice Settlement Agreement.

 

Knowledge of public administration and management techniques.

 

Knowledge of provider services operations within State Supported Living Centers and HHSC services including the Agency's strategic plan, policies, ICF-IID standards, programs, and critical issues

 

Skill in preparing concise reports, presentations, plans, analyses, correspondence, and other complex documents.

 

Skill in developing and conducting training for staff on complex processes and initiatives.

 

Skill in preparing recommendations

Registrations, Licensure Requirements or Certifications:

None

 

Initial Screening Criteria:

Bachelor's degree from an accredited college or university with a major in public administration, health care administration, hospital administration, business administration, education, psychology, social work, sociology, medicine or a discipline related to individuals with intellectual or developmental disabilities; and

At least five (5) years of work experience at a state supported living center.  Experience as an assistant director or director at a State Supported Living Center is preferred.

Master's degree from an accredited college or university with a major in public administration, health care administration, hospital administration, business administration, education, psychology, social work, sociology, medicine or discipline related to individuals with intellectual or developmental disabilities; and

At least three (3) years of combined work experience at a state supported living center.  Experience as an assistant director or director at a State Supported Living Center is preferred.
