Brief Job Description: 

Financial Examiner IV performs highly complex (senior-level) financial examination of Medicaid and Non-Medicaid cost report desk reviews for the Health and Human Services Commission (HHSC), Financial Services Division (FSD), Provider Finance Department (PFD), Cost Report Review Unit (CRRU). Financial examination of desk reviews is conducted to ensure compliance with regulations, specific instructions to the cost reports, and the Texas Administrative Code regarding Medicaid and Non-Medicaid Cost Reports. Desk reviews are conducted to ensure the availability of accurate cost and statistical data for cost determination and accountability purposes for Medicaid and non-Medicaid services and support programs. Financial examination of cost reports involves examining, investigating, and reviewing HHSC contractors' cost reports, trial balance, general ledger, payroll, and billing reports. Desk reviews involve planning, scheduling, coordinating, conducting, and reporting cost report results. Desk reviews are conducted in accordance with Government Auditing Standards issued by the US Government Accountability Office (as applicable), and all work is performed in accordance with agency policies and procedures. Work is performed with limited supervision and considerable latitude for the use of initiative and independent judgment. May supervise the work of other financial examiners. 

Essential Job Functions (EJFs): 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

  

Performs complex desk reviews of Medicaid and Non-Medicaid costs and compliance reports submitted by contractors. Prepares and reviews non-audit documentation with limited guidance and direction. Reviews are completed in accordance with department policies and procedures and within assigned timeframes. (45%)  

 

Manages workload by planning and organizing to ensure that the required number of desk review projects are completed within PFD deadlines, policies, and procedures. (25%)  

 

Prepares and issues reports, correspondence, and deliverables in a timely and accurate manner in accordance with required professional standards. (15%)  

 

May perform extended reviews of Medicaid and non-Medicaid cost and compliance reports submitted by contractors. Desk reviews are completed in accordance with Generally Accepted Government Auditing Standards, department policies, and procedures, and within assigned timeframes. (10%)  

 

Completes additional or special projects as assigned by the Manager or Director. (5%). 

Knowledge, Skills and Abilities (KSAs): 

 

Knowledge of Government Auditing Standards (as applicable), Generally Accepted Accounting Principles. 

 

Knowledge of Texas Administrative Code and applicable rules and regulations. 

 

Knowledge of office management practices, administrative procedures, accounting methods, and accounting systems. 
 

Knowledge of electronic audit paperwork.  

 

Knowledge of HHSC programs, services, and procedures. 

 

Ability to audit cost reports, set priorities, plan, organize, and coordinate work activities. 

 

Ability to maintain effective working relationships with others (teamwork). 

 

Ability to analyze financial records and billing reports to identify problems. 

 

Ability to learn and work on multiple complex projects in a chain, understand cost allocation methods, and application of allocation ratios to different programs. 

 

Skill in critical thinking, gathering, analyzing, and making accurate decisions about information.  

 

Skilled in numerical, verbal, and written communication, and research. 

 

Skilled in the use of MS Office applications to include Power Point and intermediate to advanced skill level with Microsoft Excel. 

 

Ability to interpret and/or implement policies and procedures. 

 

Ability to manage multiple projects effectively and to produce quality work to meet deadlines. 

 

Ability to concentrate for extended time periods on detailed documents or projects. 

 

Registrations, Licensure Requirements or Certifications: 

Candidates certified as a CPA, CIA, CGAP, CIGA, CFE, and/or CISA are preferred. 

Initial Screening Criteria: 

Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field is preferred. Relevant accounting or audit experience may be substituted for education on a year-to-year basis.  

 

Minimum of 5 years full-time experience in accounting or auditing.  

 

Additional Information: 

Willing to travel up to 15%.  

Successful applicant will be required to submit a certified copy of their transcript from a 4-year accredited college or university. 

This position will be required to report to the North Austin Complex  twice a week.
