Brief Job Description:

 Works under the general supervision of the Director of Fleet Management, with a moderate latitude for the use of initiative and independent judgment.  Works in the Fleet Management Office and provides fleet related services to all HHS agencies.   Performs moderately complex consultative and technical work in the planning, development, and implementation of an agency program.  Work involves providing consultative and technical services to agency program staff, other governmental agencies, community organizations, and the general public. The position is responsible for serving as the system's vehicle data reporting system (Texas Fleet System) “super user” and for addressing all program issues and working with the Comptroller's Office of Vehicle Fleet Management and agency users to correct problems.  Work involves thoroughly analyzing data to identify issues and working with agency users to rectify data discrepancies and sets deadlines for having data corrected.  Prepares various monthly operational reports, initiates contracts and requisitions to acquire necessary goods and services for the department.  Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Participation includes the testing, training and exercise programs.  Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Functions (EJFs):

 Serves as agency “super user” with the Comptroller's Office of Vehicle Fleet Management (OVFM) for all Texas Fleet System program issues. Responsible for identifying and working with OVFM and agency users in correcting fleet program problems. (10%)

 Responsible for maintaining a vehicle fleet reporting database and acting as central technical support for all agency users' problems. (20%)

 Responsible for thoroughly analyzing vehicle data in TxFS to identify issues and working with agency users to rectify data deficiencies and assigns completion dates for correcting data deficiencies to agency data entry personnel.  Responsible for preparing complex vehicle data reports using reports set up in TxFS or by designing reports and extracting data for manipulation. (20%)

 Responsible for performing facility site visits to identify system related training needs and to assess data entry user's proficiency, and to provide training as required. Responsible for furthering agency interest in establishing vendor and OVFM provided user training. Operates a motor vehicle as needed to complete duties.  (10%)

 Assigns work order numbers for vehicle preventative maintenance and scheduled/unscheduled repairs for FMO's rental vehicles and OTR tractors/trailers. Maintains/updates data for FMO's staff pool vehicles and OTR tractors/trailers. Responsible for maintaining Fleet Operations fuel inventory. (10%) 

 Responsible for assisting Director with compiling vehicle data from TxFS to identify vehicles meeting replacement guidelines and gathers information from departments and facilities regarding vehicle replacement needs.  Responsible for assisting Director with developing detailed pricing and specifications for vehicles. (5%)

 Responsible for processing requisitions for department purchases, including setting up yearly blanket purchase orders.  Acts a contract lead on department contracts, including maintaining information in HCATS. Responsible for monitoring and reconciling the department's budget/expenses on a monthly basis. Prepares a monthly expense report for the department. Responsible for preparing complex monthly operational reports for the department. (10%)

 Acts as backup for office manager ensuring that daily operations of the department run smoothly, including processing supply orders for the department according to appropriate policy and operating instructions. Prepares letters, memo and general correspondence as needed. (5%)

Knowledge, Skills and Abilities (KSAs):

 Knowledge of local, state and federal laws relating to the program area; of public administration and management techniques; of interviewing, training, and statistical analysis processes; and of program planning and implementation. Knowledge of vehicle data reporting systems such as Texas Fleet System, FleetFocus, FleetAnywhere, or Road Scholar.

 Skill in: Computer skills, specifically Micro Soft Office with emphasis in Excel spreadsheets and analysis.

 

 Ability to: gather, assemble, correlate, and analyze data; to devise solutions to problems; to prepare concise reports; to develop and evaluate policies and procedures; and to train others.  Ability to communicate effectively both orally and in writing.   Ability to establish and maintain effective internal, external and cross functional working relationships.

 

Registrations, Licensure Requirements or Certifications:

 Valid Texas driver's license with acceptable driving record to operate State owned vehicles under Fleet Management policies.

Initial Screening Criteria:

 Previous work in a quantitative field (statistics, math, computer science) or equivalent certification/experience related to data analysis. Experienced with VLOOKUPs, pivot tables, and basic statistical functions in excel and/or other data bases.
