Brief Job Description:

The FSS Program Support Manager performs advanced (senior-level) Managerial work administering the daily operations and activities of the agency and FSS division. The FSS Program Support Manager assists the Associate Commissioner and Directors of the Family Support Services (FSS) in the planning, development and operation of the FSS division. Reports to the FSS Associate Commissioner. This critical position manages the operations and administrative functions of FSS by overseeing the administrative support needs of the division, coordinating key critical divisional projects, the planning efforts, tracking and internal communications; creating, documenting and tracking critical projects and documents supporting the FSS Associate Commissioner and Directors and oversight of this activity for the FSS managers; and serving as a liaison to other critical agency functions and projects, including Family Health Services (FHS) DEC Office and Operations, Position Management leadership, Legal, PTLL leadership, NGA, human resources leadership, IAmOnline, Telecom team and any other areas needed to support FSS. This position serves as the Hiring Manager for the FSS Associate Commissioner and Directors. This position consults on and manages the personnel related matters for the division.

Duties include: completing diverse projects and assignments in support of FSS initiatives including project management of division projects; assigning and setting priorities for assigned tasks and activities of the FSS Operations Team; coordinating with the FSS Associate Commissioner and Directors, other staff members and FSS stakeholders as assigned; managing both operations and administrative support level projects and activities; analyzing operational and administrative division needs; coordinating, updating, and/or managing FSS operational and administrative support policies and processes, onboarding and offboarding of personnel; recognizing barriers or business process issues within the division and recommending solutions to FSS leadership; organizing FSS Associate Commissioner and Director(s) work sessions or meetings as assigned, overseeing the tracking and maintenance of all FSS Operations Team activities; and providing project management support to the FSS Associate Commissioner and Directors and other areas of FSS as assigned.

The FSS Program Support Manager may serve as back up to the FSS Associate Commissioner or Directors in attending internal or external activities; lead the FSS division in the coordination of communication of vital information about FSS projects and initiatives to internal and external stakeholders, and ensuring collaboration across areas of FHS and HHSC. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. 

 

Essential Job Functions (EJFs):

Division Planning, Development and Operation. Assists the Associate Commissioner and Directors in the planning, development and operation of the Family Support (FSS) division. Provides information to the FSS executive Leadership Team. Provides consultation and direction to FSS leadership and staff to accomplish program objectives per HHSC, FHS and FSS policies, procedures, and directives. Coordinates the development of policy and procedural guidance as related to FSS business operations functions and areas of functional responsibility. Identifies and researches barriers at division level in support of operational and administrative functions, analyzes trends and works with FSS executive leadership and staff to resolve problems. Coordinates on behalf of the FSS Associate Commissioner, FSS leadership and staff, and HHSC and FHS counterparts to complete assignments, tracks and manages FRES and FHS assignments, human resource matters, keeps informed of budget/fiscal related matters, maintains operations and administrative planning, sets vision and goals for the FSS Operations Team; identifies, tracks, develops and supports implementation of critical projects for FSS. Identifies trends and operational or administrative needs of the division and develops plans to address those. Assists FSS Associate Commissioner in guidance and implementation of their or agency directives. Troubleshoots a wide variety of operational and administrative issues for FSS leadership and the division. Develops and maintains processes and procedures to effectively carryout the duties of the Operations and Administrative function for FSS. Hiring Manager duties including the process from initiating a posting through to all onboarding of a new hire.

Projects and Special Initiatives. Represents FSS on ad hoc workgroups and committees. Manages projects and/or special initiatives assigned by and/or on behalf of the Associate Commissioner and Directors as necessary to further the development and maintenance of HHSC, FHS, and FSS processes; devises plans and specific activities to accomplish the concepts outlined by the FHS DEC, FSS Associate Commissioner and Directors. Provides project or program analysis and support and assistance to the FSS Associate Commissioner and Directors' Team relating to projects, procedures or other activities. Maintains day to day communication and coordination to promote and advance the work of the FSS Associate Commissioner and Directors.

Correspondence and Reports. Reviews designated reports, budget materials, and correspondence prior to the FSS Associate Commissioner's review or as part of the Directors leadership team review and recommends appropriate action. Consolidates and compiles FSS information for input and feedback for the FSS Associate Commissioner and other areas of the division, FHS or CPSO as required. Proofs correspondence and reports prepared by or routed through FSS for grammar, punctuation, content, accuracy, and adherence to HHSC and FHS policy and procedures where applicable. Oversees and ensures timely preparation of and response to correspondence, inquiries, reports, and other time sensitive items on behalf of FSS. Develops, tracks and maintains required reports and documents for a number of HR-related activities for the division. Ensures the FSS Associate Commissioner is kept abreast of time sensitive, critical inquiries and assignments.

Oversees FSS Operations and Administrative Support Staff. Sets goals, objectives and vision for the Operations Team and its function. Ensure systems and processes are in place for the operational and administrative function of FSS. In tandem with the FSS Associate Commissioner and key FSS leadership develops and implements work projects and plans to accomplish goals and objectives in support of the division. Manages and develops staff through development of performance plans, review of performance data, consultation, and training. Completes routine staff performance evaluations. Responsible for hiring and selection of FSS Operations staff, assigning work, recommending personnel disciplinary actions, and scheduling and approving leave for assigned staff. Oversees, develops and maintains operations and administrative procedures in consultation with FSS executive leadership and FSS Operations team to ensure efficient and effective division operations and administration. Recommends and approves training appropriate for the FSS Operations team staff.

Training and Professional Development. The FSS Program Support Manager is accountable for the successful completion of all required agency trainings outlined in policy and maintaining current knowledge and professional development in support of the HHSC mission.

Other Duties as Assigned. The FSS Program Support Manager is sometimes assigned tasks that are outside their regular duties. While these tasks may vary in nature, they are completed according to policy, requirements and directives.

Initial Screening Criteria:

Graduation from an accredited four-year college or university required.
Requires three years full-time consultative, supervisory, managerial, or social service work to include:
   • analysis of work problems having an administrative aspect and interpretation of complex written material;
   • and planning, organizing, and coordinating multiple projects and tasks for  for support services or program operations where a wide range of demands are involved.

*Three years' government managerial or supervisory experience preferred.

A Graduate degree may be substituted for one year of required experience.

 

Additional Information:

This position is based in Austin. This position is eligible for hybrid telework schedule with part-time in office and part-time remote according to agency and Family Health Services policy that is subject to change.
