The Infrastructure Operations Project Manager supports the IT IS project portfolio, manages facilities-related IT projects, coordinates executive assignments, and ensures high-quality data reporting and asset management. This position requires strong expertise in project and portfolio management best practices, excellent communication skills, and a proven ability to manage complex projects within a fast-paced environment.
Work involves the planning and execution of diverse initiatives at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. This position will participate in legislative analysis and fiscal note activities related to legislation affecting program areas' technology requirements. This position may direct, assign, and evaluate the work of cross-functional project staff.
This position is full-time (40 hours a week). The individual must attend work regularly with a predictable schedule, adhering to agency leave policies. Work outside of regular hours may be required. Travel to other offices(s) may be required.
Must be willing to work onsite at an Austin, TX HHS office three (3), or more, days per week.
Essential Job Functions (EJFs):
- Provides leadership to matrixed or multi-discipline project teams across the enterprise. Consults and negotiates with agency customers in providing project management services to meet customer needs with automated or business improvement solutions consistent with agency, enterprise and DIR plans, standards, and guidelines. Defines and recommends team staffing, coordinates through appropriate management channels to obtain staff and resources, coaches, guides, and schedules team for maximum performance, provides input to team members' performance evaluations, and manages team resources. (30%)
- Confers with management, helps define project scope, and advises management of the status and progress of projects being conducted. Facilitates one-on-one or group projects meetings and assures meeting notes are recorded and archived. Participates in inter-agency and intra-agency workgroups as assigned. Prepares and delivers presentations to varied levels of staff including internal and external executives, managers, customers, associates, and state officials. Serves as the primary point of contact for project control and communication in person, by telephone, via e-mail, progress tracking reports, correspondence, or other approved methods. (30%)
- Prepares written documents and archives including project management plans and subsidiary plans, scope agreements, business/systems analyses and proposals, standards, policies, procedures, and customer documentation for end-users or system support staff, databases, progress reports, budget reports, and lessons learned using applicable tools. (20%)
- Performs business, systems, and/or legislative analyses, formulates logical descriptions of problems, and devises optimum solutions to meet customer needs. Researches available products or solutions on the internet or other authorized sources such as DIR, recommends purchase/selection of products/solutions to meet customer needs and fit into the agency's strategic plans, and writes business or systems analyses and proposals. Consults with customers to help them assess impact on workflow and staffing, offers advice and guidance during the implementation process, provides integration services to assure appropriate hardware and software are available for seamless operation, negotiates with appropriate internal departments to coordinate and recommend optimum strategies for testing and deployment, coordinates development and execution of training plans for technical staff and end users, preparation of documentation, and transition to maintenance. (10%)
- Manages assigned projects varying from multiple, short, small, well-defined projects to very large enterprise-wide, multi-year initiatives. Establishes criteria, proposals, cost estimates, projections, goals and objectives and leads project evaluation activities. Prepares written scope agreements, develops Work Breakdown Structures (WBS), estimates resources and costs, tracks and manages costs, prepares project management plans, and prepares progress reports for customers and higher management. Establishes comprehensive strategies and methodologies for identifying, assessing, reporting, managing, and mitigating risks for projects. Assures project completion on time, within budget, in accordance with agency and departmental standards, and customer service principles. (10%)

Registrations, Licensure Requirements or Certifications:
- CTCM or ability to complete within 12 months of hire
- PMP, CAPM, or CBAP certification preferred
Initial Screening Criteria:
- Graduation from a college or university with major coursework in business administration, computer science, management information systems, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis.
- At least four (4) years of experience in IT is required. Experience in program/portfolio management, IT operational support, and IT Governance is preferred.
- A minimum of three (3) years' experience in project management.
- Minimum one (1) year experience in conducting training, meetings, or workshops.
- Minimum one (1) year experience in creating messages to a variety of audiences.
Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
