Brief Job Description:

The Information Technology (IT) Audit Coordinator (Systems Analyst V) reports to the Director of Strategic Initiatives.

 

The IT Audit Coordinator is responsible for coordinating, monitoring, recording, and reporting efforts regarding future, ongoing, and completed audits from both internal and external auditing entities of HHS system IT organizations. The position assesses audit reports, audit findings and recommendations, coordinates the completion and reporting of all corrective actions taken to resolve an audit finding, and tracks the status of corrective actions within HHS audit tracking systems.

 

The position is responsible for monitoring communications to and from various audit organizations including but not limited to the Texas State Auditor's Office (SAO), HHS Internal Audit Department, the Office of the Inspector General, and federal agencies for information regarding upcoming or ongoing audits for HHS system agencies and coordinates the HHS IT representation at audit kickoff, in-progress, and closeout meetings for assigned HHS system audits.

 

The position is responsible for planning the unique requirements of individual audit efforts by analyzing audit instructions and requirements for the development of effective methods to address the requirements through the use of information technology tools and processes. The position analyzes these approaches to effect continuous improvement of the audit monitoring and response efforts of HHS IT. The position is expected to work under limited supervision, with considerable latitude for the use of initiative and independent judgment. 

 

Essential Job Functions (EJFs):

Coordinates audit activities, including assignment, tracking and review of responses to auditor requests, management responses, and corrective action plans. Coordinates, monitors, and engages in efforts regarding future, ongoing, and completed audits from both internal and external auditing entities of HHS system IT organizations. Assesses audit reports, specifically audit findings and recommendations, coordinates, completes, and reports all corrective actions taken to resolve an audit finding, and tracks the status of corrective actions in HHS audit recording systems.

 

Serves as a liaison to staff within IT and business areas within HHS, including HHS Internal Audit and the Office of the Inspector General, and external entities, such as the Texas State Auditor's Office and federal partners. Participates in communications with these state entities for the coordination and routing of information regarding upcoming or ongoing audits for HHS system agencies and serves as an HHS IT representative during audit kickoff, in-progress, and closeout meetings for assigned HHS system audits.

 

In collaboration with and under the direction of the IT Audit Coordination Manager, coordinates and tracks efforts to maintain processes to implement improvements identified in audit responses to support continuous process improvement in affected HHS business areas.

 

Records audit tracking information through audit recording systems for meeting and verifying internal and external deadlines, ensure objectives are met, and all audit activities are meeting timeline requirements and other regulatory requirements.

 

Prepares and facilitates the completion of all required state and federal audit documentation, legislative and executive management presentations, and specialized research projects.

 

Participates in other internal and external meetings, workgroups, and appropriately escalates issues and concerns arising from these meetings and workgroups, or through other work.

 

Knowledge, Skills and Abilities (KSAs):
  • Knowledge of Information Technology (IT) requirements and issues, and ongoing HHS IT efforts. Knowledge of standard audit processes and terms.
  • Knowledge of the needs and concerns of internal and external stakeholders.
  • Skill in analyzing and evaluation of complex program and policy issues.
  • Skill in performing research.
  • Skill in synthesizing, analyzing, and evaluating highly complicated and technical information and translating it into easily understandable and concise documents and oral presentations for agency leadership and the public.
  • Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities.
  • Skill in managing tasks assigned to others.
  • Skill in communicating effectively both orally and in writing.
  • Skill in editing and reviewing written communications prepared by others.
  • Skill in using Microsoft Office tools. i.e. Word, Excel, PowerPoint, Visio intermediate level).
  • Ability to prioritize time and work on multiple projects with multiple deadlines.
  • Ability to work well with program staff, agency support staff, and auditors.

 

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

Minimum 2 years' experience working with large-scale IT projects or audits at a state agency or large organization involving a great amount of detail. 2 years' experience drafting and editing detailed status reports on projects or audits for executive audiences. Experience with Information Technology audits preferred. 

 

Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
