Under the manager's direction of the Business Application Support unit, this position leads and participates in developing complex Information Technology (IT) business requirements, stories, and other business analysis activities throughout the IT Social Services Application (IT-SSA) divisional areas of responsibility. This position's duties can include but are not limited to serving as the unit lead for the implementation of the IT-SSA Business Automation unit initiatives with primary emphasis on business requirements documentation, business rules, technical specifications, and related artifacts, such as system detailed design review and approval, system integration testing and monitoring of user acceptance testing before implementation. Assists in developing and implementing enterprise-wide continuous process improvement initiatives. Participates or leads in the developing and implementing Social Services Applications business rules, business requirements, and technical specifications of changes or additions to current or future technologies. Develops, implements, and maintains quality assurance policies, processes, best practices, and standards. Monitors service levels and performance measures of internal operations and vendor performance and reports deficiencies to the Business Application Support manager. Analyzes performance data to identify trends and areas for improvement initiatives and reports the results and recommendations to the Business Application Support manager and Business Automation director. Assigns and monitors staff assignments, benchmarks, and unit documentation approval processes. Performs root cause analysis and develops corrective action plans, for IT systems and processes. Reviews complex project deliverables such as project charters, quality management plans, and risk assessment plans and provides comments and suggestions to the document owner. Coordinates peer reviews, technical writing reviews, and professional editing of business requirements documentation and serve as a unit lead in coordinating research and responses to internal and external audit requests, as required. Prepares and presents complex communications and reports on quality activities to all levels of staff, including executive management.
Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.
Essential Job Functions (EJFs):
- Serves as a unit lead for the Business Application Support team's daily operations with primary emphasis on customer-related service requests, business requirements coordination across program areas, business rules, and business requirements solicitation from requesters, technical specifications and related artifacts, system integration testing and monitoring of user acceptance testing before implementation, user story development, and sprint related activities. (40%)
- Leads or participates in assessments or reviews of the Business Application Support business areas, programs, or projects to determine compliance with quality policies, processes, procedures and reports on the findings and corrective actions. (10%)
- Leads or participates in monitoring service levels for internal and external Enterprise IT performance and leads or participates in developing policies and processes for the analysis, monitoring, and reporting of these service levels. (10%)
- Reviews and performs assessments of complex system/software projects and program documentation, including, but not limited to, business requirements documents, design documents, risk management plans, quality management plans, and technical specifications. (10%)
- Leads or participates in developing corrective action plans for projects or programs determined to be out of compliance with established policies or processes. (10%)
- Provides complex quality assurance-related consultation to or oversight projects, assignments, or special initiatives. (20%)
Knowledge, Skills and Abilities (KSAs):
- Knowledge of Health and Human Services Enterprise Applications eligibility systems.
- Knowledge of quality assurance principles and best practices, and how they relate to large-scale enterprise organizations.
- Knowledge of process improvement best practices and instantiating continuous process improvement initiatives.
- Knowledge of project management best principles and practices.
- Knowledge of Agile Software Development Life Cycle (SDLC) methodologies.
- Knowledge of HHS SSA-IT Business Automation processes.

Initial Screening Criteria:
- Preferred graduation from an accredited four-year college or university with major coursework in business, communications, or IT/computer sciences.
- Two (2) plus years of experience as a Business Analyst on the Business Application Support team at Texas HHSC for at least 2 years is preferred.
- A minimum of four (4) years of experience working with Texas HHSC eligibility systems such as SNAP, Medicaid, Medicaid for Elderly and Disabled People, TANF, and CHIP is required.
Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
