Serves as Senior Software Technical Analyst for cloud-based applications, performing highly advanced application architecture, design, and technical analysis work for cloud-based (Azure) applications supporting the Infectious Disease Prevention division within Public Health Applications.

Involves overseeing the planning, gathering and analysis of user requirements, design documents and operational procedures. Performs complex technical troubleshooting, architectural analysis and end-to-end testing of applications. Provides technical assistance to other System Analysts, Programmers and QA Testers. Involves some programming to troubleshoot and fix defects or enhance the application, coordinates security scans and facilitates Agile/scrum meetings. Leverages Jira to gather, document and prioritize project requirements and to effectively manage sprints, issues, backlog and reporting.

 

Responsible for providing technical expertise to assigned program area(s) of DSHS to maintain and enhance the existing application, assist in meeting their short and long-term plans and overall ensure their issues and concerns are being addressed. Work closely with stakeholders, product owners and development teams to ensure accurate capturing and translation of requirements into actionable tasks. Coordinate with external teams (PM's, DBA's, QA, Network, CTO and others) to resolve and remove obstacles for timely milestone deliverables.

Documents, tracks and communicates current status of projects, technical issues, application security vulnerabilities and production-related incidents. Creates test scripts, standard operating procedures (SOP's) and best-practice guidelines. Provides training and mentoring to other team members, and ensures current standards and policies are being met.  

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Work outside of regular hours may be required. Travel to other work locations may be required.

  • Knowledge of the limitations and capabilities of software applications and the techniques used in the design of automated systems.  
  • Knowledge working with cloud-based applications (preferrably Azure)

Initial Screening Criteria:

 

Applicants must have:

  • Six (6) years' minimum experience working under a technical development environment: a combination of programming in React/Angular/C#, testing, systems analysis or technical support experience.  
  • Cloud computing experience preferred with Azure Cloud being a plus. 

 

 

Essential Job Functions:

 

45%) Provide technical support of the PIMS application. Plan and lead collaboration with IT, software vendor,
and Business SMEs. Provide user support for software applications and PIMS components - including troubleshooting and issue management (logging, sequence/escalation, and resolution). Advise team members in
the planning and analysis of user requirements, procedures, and issues encountered during architecting,
designing and implementing new software applications and in the improvement of existing applications. Investigate problems to identify the root cause in a timely manner. Assess the system to identify opportunities for technical improvement.

 

(30%) Ensures team members have necessary resources to accomplish assignments. Notifies manager of
workload problems. Perform troubleshooting and resolution of operational and tracking of incidents. Prepares application specifications. Reviews and evaluate programming efforts by programmers in relation to program specifications and system requirements. Participates in interviewing job applicants and making hiring recommendations. Assists in developing strategic plans for the continuous improvement of the application stack. Assists in developing business related budgets for system procurements. Prepare management level reports,such as priority lists, quarterly reports, and operating plan. Advise management of the status and progress of projects and other tasks being conducted.

 

(20%) Oversees the maintenance of existing applications; monitors the resolution of problems related to software development and/or maintenance of the ecosystem; insures the preparation of system level documentation for use by staff and system users. Coordinates projects and maintenance activities with other IT Units as needed. Interfaces effectively with IT and customers to provide automated solutions to problems. Consults with IT and customers on software/hardware purchases. Reviews software/hardware justifications and requisitions and makes recommendations. Facilitates project meetings. Prepares and makes presentations as needed.

 

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP)activation. Such participation may require an alternate shift pattern assignment and/or location.
