Position Summary

The Workstation Manager serves as a senior leader within the HHS IT System Services organization and is responsible for overseeing the full lifecycle of workstation management across the agency. This role provides both strategic and operational leadership to ensure the planning, deployment, administration, support, and refresh of all agency workstations are executed efficiently, securely, and in alignment with business needs. The Workstation Manager applies ITIL best practices, drives continuous improvement, and collaborates with stakeholders across the enterprise to deliver high‑quality workstation services.

Essential Job Functions – Strategic Leadership
  • Develops and executes short- and long-term goals aligned with HHSC strategic plans and IT division objectives.
  • Oversees daily operations supporting the PC lifecycle, including provisioning, maintenance, administration, and refresh.
  • Supervises staff and vendor teams, ensuring service commitments and performance standards are met.
  • Applies ITIL best practices to improve workstation service delivery and governance.
  • Forecasts future workstation requirements and integrates long-term planning.
  • Manages vendor relationships, ensuring contract deliverables and expectations are met.
  • Leads strategic initiatives and special projects, translating organizational vision into actionable plans.
Team Management & Development
  • Provides strategic direction, coaching, and daily guidance to staff and contractors.
  • Ensures proper training, communicates expectations, and performs performance evaluations.
  • Builds team expertise through mentoring, succession planning, and professional development.
  • Fosters a collaborative, innovative, and high‑performing team culture.
Process & Data‑Driven Improvement
  • Reviews workstation management processes for efficiency, maturity, and effectiveness.
  • Uses data analytics to evaluate workstation activities and identify improvements.
  • Develops process improvement recommendations to optimize service delivery.
  • Advises the Director on operational strategies and improvement opportunities.
Project & Resource Management
  • Leads cross‑functional workgroups to define goals, requirements, and resource needs.
  • Coordinates large‑scale workstation deployment and support for agency customers.
  • Manages inventory, refresh cycles, and reporting on asset lifecycle metrics.
  • Uses waterfall and agile methodologies to drive project execution.
Documentation & Communication
  • Prepares operational documentation, procedures, and guidance for support teams.
  • Communicates lifecycle schedules, inventory updates, and improvement initiatives.
  • Delivers clear, actionable information to both technical and business stakeholders.
Attendance & Other Responsibilities
  • Performs other duties as assigned, including support for special initiatives and projects.
  • Maintains regular and predictable attendance.
  • Participates in disaster recovery, COOP, and emergency response activities.
Knowledge, Skills & Abilities
  • Ability to establish and communicate a strategic vision aligned with agency goals.
  • Strong skills in long‑term planning, priority setting, and decision‑making.
  • Experience managing enterprise‑level operations and large‑scale initiatives.
  • Expertise in ITIL best practices, asset lifecycle management, and inventory processes.

Registrations, Licensures Requirements or Certifications

  • Certified Texas Contract Manager (CTCM) required within 12 months of hire.
  • Preferred IAITAM (International Association of Information Technology Asset Managers, Inc) certification
  • Preferred ITIL v4 fundamentals.

 

Initial Screening Criteria
  • Bachelor's degree in computer science, information systems, or related field (Experience in Workstation lifecycle management or Information Technology Asset management may be substituted for the required education on a year-for-year basis up to four years.)
  • Minimum of 5 years leading and managing IT staff and contractors.
  • Experience with IT Asset Management principles and best practices.
