Regional Manager II

The Manager II (Lead Regional Manager) is a key position for Supply Services with essential functions offering opportunities to gain experience related to using inventory and receiving software systems, monitoring replenishment orders and contracts and serving as a second level manager for Supply Services. This position is located at any State Hospital or State Supported Living Center warehouse within the state of Texas and reports directly to the Assistant Director of Supply Services requiring minimal supervision with considerable latitude for the use of initiative and independent judgment

This position performs highly complex (senior-level) managerial work overseeing daily operations and activities of Supply Services, including regional warehouse operations, replenishment oversight, contract management activities, working in close coordination with the Business Operations Manager II to ensure compliance across Supply Services operations.

Monitors Supply Services for statutory and procedural compliance: reviews warehouse activities for efficiency and effectiveness; oversees review of stock purchases to identify & recommend blanket order opportunities to purchasing; identifies alternative workflow methods; leads Regional Managers and Warehouse Supervisors in identifying products suitable for system wide standardization; adjusts workload activities among statewide facility warehouses to ensure prompt response to customers needs; assists in building consensus among statewide facility warehouses to reduce operational costs and streamline processes while ensuring statutory compliance with state & federal requirements; mentors warehouse staff and provides guidance, support and technical assistance to staff statewide; and ensures staff is trained in accordance with state requirements. Plans, assigns, and supervises the work of others located in the assigned warehouse facilities located throughout the state. This position requires extensive out of town travel for site reviews, overseeing operations at assigned warehouse locations, and meeting with facility leadership.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Manages the activities, mentors, and provides direction to Regional Managers, Replenishment Support Group team, and warehouse supervisors who supervise subordinates in the assigned region including oversight of (evaluations, hiring, and time/leave management) utilizing the CAPPS system. Performs CAPPS functions for direct reports and manages/approves as necessary those CAPPS actions/functions performed by CAPPS supervisors under their direction. Conducts on-site reviews to monitor Regional Managers and warehouse supervisors to assure compliance with Supply Services Operating Instructions.35%

Manages and oversees Regional Manager(s) actions to ensure efficient, streamlined, and effective services to assigned warehouse locations serving state facilities. Establishes goals and objectives; develops and approves schedules and monitors progress for achieving goals for the Supply Services Department. Provides consultation and technical guidance in the area of Performance and Conduct Management, FMLA and Workers Compensation monitoring; to conduct effective, policy compliance and carry out recommendations for Performance and Conduct Management of Supply Staff; approve extensive travel process flow to assure all warehouses are staffed and partner locations cross trained to provide daily critical services to individuals served. Assistance in oversight of workers compensation and employee health work restrictions to assure BFOE (Bono Fide Offer of Employment) documents are accurate, carried out effectively and safely, policy timelines are adhered to for compliance and CAPPS time entry for FMLA is coded timely/accurately. Researches and conducts investigations of unusual incidents. 25%

Develops & updates guidelines, procedures, rules, and regulations and monitors staff's compliance with policies and procedures related to Supply Services. Assist with updating, implementation, monitoring, and evaluation of policies and procedures as found in the Supply Services SharePoint Procedures. Identifies areas and implements solutions to alleviate problems and improve operations. 20%

Provides technical assistance for the MIMS inventory control system to ensure it is maintained and supported by Regional Manager and Warehouse Supervisors under their direction. Duties include monitoring reports, reviewing transactions, investigating variances, and evaluating productivity of statewide staff. 10%

Plans and coordinates special projects including assuring needed resources are available and removing barriers to ensure the special project is completed successfully. 10%

Performs other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Participation includes testing, training and exercise programs. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge, Skills and Abilities (KSAs):

Ability to manage specific to supply and warehouse activities.

Ability to manage supervisors and functions to assure the work of subordinates in the warehouses is completed.

Ability to establish goals and objectives; to develop and evaluate administrative policies and procedures; to prepare concise reports.

Knowledge of material inventory systems.

Knowledge of and proficient in the use of Microsoft Office  Suite, Word, Excel, PowerPoint, Outlook, Microsoft Teams, SharePoint, automated inventory control systems, Materials and Inventory Management System (MIMS) or something similar and automated purchasing systems.

Knowledge of state procurement and contract management requirements, regulations, and best practices; of negotiating contracts; of developing contracts; of business administration and accounting principles and practices; and of policies and procedures of contract management.

Knowledge of agency programs, policies and procedures.

Ability to analyze complex problems and develop solutions.

Ability to communicate effectively both orally and in writing.

Ability to provide leadership and promote growth in others.

Ability to establish and maintain effective working relationships.

Ability to work hours other than 8-5, Monday - Friday.

Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager (CTCM). Certification completion required between sixth (6th) and twelfth (12th) month of employment.

Valid Texas Class C Driver's License to be checked yearly for any violations or suspensions.

Forklift Driver Training - SAF0100, completion required within six (6) months of employment.

Initial Screening Criteria:

  1. Three (3) years of work experience managing activities, mentoring, and providing oversight to warehouse supervisors or subordinate staff across multiple warehouse locations, including responsibility for operations in contracting, procurement, materials management, inventory control or related functions (preferred).
  2. Three (3) years' work experience in inventory control and material management: includes the use of a computerized inventory control system (MIMS) and an automated purchasing system (CAPPS FIN) or similar systems.
  3. One (1) year interacting and addressing issues with facility leaderships at a State Hospital or State Supported Living Center or something similar preferred.
  4. Three (3) years' work experience managing HR task including evaluations, hiring, terminations and time/leave entry/tracking. This includes the use of Performance & Conduct Management or other similar policies.
