Brief Job Description:

The Legislative Support Specialist as a Management Analyst V reports to the Director of Strategic Initiatives within the Operational Support department of the Information Technology (IT) division of HHSC.

 

The position is responsible for highly advanced analytical and technical coordination in support of the division's response to legislative initiatives and inquiries. Work involves developing, managing, tracking and implementing major Operational Support projects and high-level executive briefing information for the division. The Legislative Support Specialist leads and assists with organization of systems to ensure the success of Strategic Initiatives in daily work, projects, initiatives, and presentations. This position requires routine coordination and building strong collaborative relationships with IT division staff on the progress and implementation of legislative requirements. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. 

 

Essential Job Functions (EJFs):

Oversees and ensures timely responses to all requests by legislators (state and federal) and other public officials on activity relating to the Texas legislative session including the tracking of bills, developing and managing bill analysis, fiscal cost estimates and assigning subject matter experts with oversight responsibilities for the delivery and execution of outcomes. Provides support of oversight for tracking and monitoring progress in implementing legislation and coordination of bill implementation. Facilitates the analysis of bills that impact IT through the HHSC legislative tracking system.

 

Tracks and contributes to the progress of multiple concurrent initiatives, ensures project accountability, and coordinates the planning of legislative and operational projects. Assists in the success of Operational Support goals and objectives while assisting with process improvement initiatives for the Director of Strategic Initiatives.

 

Performs related work as assigned which may include but is not limited to actively participating in a supportive role for the Director of Strategic Initiatives.

 

Knowledge, Skills and Abilities (KSAs):
  • Knowledge of the Texas Legislature, legislative session, and applicable state and federal laws, policies, rules, and requirements affecting operations of the Information Technology division.
  • Knowledge of project management processes and techniques.
  • Knowledge of and experience with HHSC organizational structure, business areas and/or the Information Technology division is preferred but not required.
  • Advanced skills in effectively managing competing priorities.
  • Advanced technical skill in organizational systems and applications for the tracking and delivery of successful project outcomes.
  • Ability to gather, assemble, correlate, and analyze facts.
  • Ability to think strategically and devise solutions to problems.
  • Ability to prepare and contribute to executive level briefing documents and presentations.
  • Ability to interpret policies and procedures.
  • Ability to communicate effectively verbally and in writing.
  • Ability to work under stress of deadlines and competing priorities.
  • Ability to serve in a lead role providing direction to others. 
  • Ability to lead collaboratively and have crucial conversations while implementing process changes and improvements.
  • Ability to travel statewide to lead projects (up to 15% of the time).

 

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

Graduation from an accredited four-year college or university. Experience interpreting and implementing state or federal law may be substituted for education on a year for year basis. 

 

Experience leading and tracking major projects and initiatives.

 

Experience with the Texas legislative session process is strongly preferred.

 

Experience implementing legislation is preferred but not required.

 

Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

 

Selected candidates must be legally authorized to work in the U.S. without sponsorship.

 

Selected candidate must be willing to commute to the office on the required days.
