Job Description:

The position is selected by and reports to the Operations Director of the Health and Human Services (HHS) Office of Inspector General (OIG). Position performs moderately complex (journey-level) professional organizational analysis work. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Position will assist with training functions including but not limited to maintaining training records, compiling reports, submitting registrations for training courses, coordinating training locations, providing new employee orientation information to new hires, reviewing training material, and conducting studies and evaluations to determine training needs for OIG programs.

The position will interact with all areas of the OIG, HHS divisions, other state agencies, and a variety of other stakeholders. This position participates in the development of policies, guidelines, procedures, and communication produced by the team.

Performs other duties as assigned including coordinating and implementing organizational studies and evaluations, reviewing systems and procedures, assisting in project management, reviewing operations and procedures to assist management in operating more efficiently and effectively.

Essential Job Functions (EJFs):

(40%) Maintains training records, compiles and presents reports, submits training registrations, coordinates training locations, provides new employee orientation information to new hires, reviews training material, and conducts studies and evaluations to determine training needs.

(30%) Develops, evaluates, and revises unit policies, procedures, and job aids. Evaluates performance for compliance with program policies and procedures, statutes, rules, and regulations. Makes recommendations to management for process improvements.

(20%) Collaborates and communicates professionally and effectively across business functions and with unit staff, project teams, OIG staff, and external stakeholders. Produces clear, concise, and professional documents that adhere to organizational standards.

(10%) Performs other duties as assigned. Keeps manager informed as required or as necessary.  Collects and analyzes data in areas such as workload, operational, and business practices. Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.

Knowledge of health and human services programs, functions, and systems, including related local, state, and federal laws and regulations preferred.
Knowledge of project management concepts, tools, and processes.

Knowledge of office practices and administrative procedures.

 

Skill in the use of office equipment and software i.e., Microsoft Office, Excel, Word, PowerPoint, Visio, etc.

Initial Screening Criteria:

 

Graduation from an accredited high school or equivalent.

Graduation from a four-year college or university is preferred.

A minimum of five years of experience with office management, business administration, or training, education and facilitation.

Experience using a personal computer and software such as Word, Excel, and Outlook. 

 

Additional Information:

 

The OIG is responsible for preventing, detecting, auditing, inspecting, reviewing, and investigating fraud, waste, and abuse in the provision of HHS in Medicaid and other HHS programs. Potential employees of OIG are subject to criminal background checks in accordance with the HHS Human Resources policy. Selected applicants must complete a national fingerprint-based criminal background check through the Texas Department of Public Safety (TDPS) and Federal Bureau of Investigations (FBI) to determine if they have criminal history record information that constitutes a bar to employment.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
