Brief Job Description: 

 

The Management Analyst IV reports to the Manager of Reporting and Security for the Operations Support and Oversight unit in the HHSC Accounting Division. Work involves coordinating and implementing organizational studies and evaluations, reviewing systems and procedures, SharePoint administration, creating and maintaining PowerApps and Power Automate Flows, assist in project management, coordinating work simplification studies, and reviewing operations and procedures manuals to assist management in operating more efficiently and effectively. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. 

 

Essential Job Functions (EJFs):

  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
  • Assist Accounting management with the development of new improvement initiatives or modify existing processes for business sections in Accounting. Evaluate systems and processes, conducting work simplification studies, and evaluating operations and procedural manuals. Additionally, track and report Accounting Division identified business process improvement initiatives. -20%
  • Create and maintain PowerApps, Power Automate Flows and Dashboards. –20%
  • Manage the Accounting Division SharePoint sites, including working with managerial teams to ensure updated information is available and easily accessible on SharePoint pages. -20%
  • Assist in the development and publishing of the Accounting Annual Business Plan. Coordinate with managers and directors on initiatives to support Accounting Goals. Track progress of initiatives and document any challenges with completion. -20%
  • Assist in the processing and review of information reports to support Accounting Department operations and information requirements. This includes interest reporting, voucher processing, and other reports used to track efficiency in financial processing. -15%
  • Performs other duties as assigned. -5%

Knowledge, Skills, and Abilities (KSAs):

  • Experience in methods analysis, data analysis, reporting, or organizational development work.
  • Ability to rapidly resolve complex problems using critical thinking
  • Ability to operate with minimal guidance and effectively resolve issues without supervision
  • Strong analytical and research skills
  • Ability to effectively utilize digital programs to ensure efficiency
  • Experience in preparing concise reports for use by senior executives
  • Experience in creating and maintaining PowerApps, Power Automate Flows and Dashboards
  • Experience using Microsoft Power BI
  • Experience with process improvement
  • Strong communication and interpersonal skills
  • Project management experience preferred
  • Microsoft Copilot experience preferred

 

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

  • Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred. Experience and education may be substituted for one another on a one-to-one basis.
  • Experience in process improvement, methods analysis, management, or organizational development work.
  • Experience in creating and maintaining PowerApps, Power Automate Flows and Dashboards
  • Experience using Microsoft Access and Excel functions and tools such as VLOOKUP, PivotTable, Macros, VBA, etc.
  • Experience utilizing and managing SharePoint sites preferred.
  • Experience and understanding of State financial operating systems preferred.
  • Experience using Microsoft Power BI
  • Project management experience preferred
  • Microsoft Copilot experience preferred
