Brief Job Description:
The Manager V position reports to the Local Procedure Development and Support (LPDS) Director within the Intellectual and Developmental Disability (IDD) Services & PASRR Section and performs advanced senior level managerial work administering the daily operations of the LPDS System Support team. The position works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Responsibilities include supervising program staff; planning, assigning, and evaluating work; establishing goals and priorities; and developing and implementing policies, procedures, and operational guidelines. The Manager V coordinates and evaluates unit business functions; provides technical assistance; oversees productivity reporting, communications, and training materials; and ensures data quality and project timeliness.
The position makes management‑level decisions related to assigned projects, including resource allocation, system design and workflow processes, timelines, and impacts to Local Intellectual and Developmental Disability Authorities (LIDDAs) and individuals receiving services. The Manager V collaborates with leadership and other HHSC areas to improve program operations, serves as a subject matter expert for IDD Services and PASRR, presents project updates to stakeholders, and may conduct legislative analysis and assist with implementation of enacted legislation.
Essential Job Functions (EJFs):
(35%) Manages system-related projects and quality assurance activities from the program perspective, including planning, implementation, and ongoing monitoring. Exercises independent judgment in decisions related to resource allocation, workflow design, and project timelines. Coordinates with HHSC partners to identify and resolve barriers and ensure goals and objectives are achieved.
(25%) Oversees the collection, organization, and analysis of data to evaluate the effectiveness of projects and operational procedures. Reviews and approves staff-produced data for accuracy and completeness and presents findings to leadership to support oversight and informed decision-making.
(25%) Manages and develops staff by establishing performance expectations, assigning and reviewing work, completing performance evaluations, overseeing personnel actions, and approving leave.
(15%) Manages special initiatives impacting LIDDAs, including oversight of inquiries, complaints, and commissioner and legislative assignments. Conducts legislative analysis to identify programmatic issues and supports implementation of enacted legislation.
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
- The Texas state system for services and supports for individuals with IDD, including waiver services, residential services, and service coordination
- LIDDA roles and responsibilities and related state and federal laws, regulations, policies, rules, and requirements
- Electronic systems used by state staff and LIDDAs, including Community Services Interest List (CSIL), Texas Medicaid & Healthcare Partnership application‑ Long-Term Care (LTC) Online Portal, and Client Assignment and Registration (CARE)

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in a field relevant to human services. Experience may be substituted for education on a year-for-year basis.
A minimum of five (5) years of experience working in a direct supervisory or lead role, with responsibility for assigning work and evaluating staff performance, is required. Experience in the field of services for people with IDD is required. Experience with electronic systems used by state staff and LIDDAs such as the CSIL application, LTC Online Portal, and CARE system is preferred.
