Brief Job Description:

The Texas Health and Human Services Commission (HHSC) seeks qualified candidates to fill the senior level position of Project Manager III within the Access and Eligibility Services (AES) Project Management Office (PMO) Results Management team. A department of the HHSC Program and Services division, AES is driven by its vision to empowering Texans and strengthening communities for lasting well-being. PMO Results Management provides project management and support to strategic and operational projects of all sizes and complexity to ensure their successful planning and implementation.

The PMO provides project management and governance support to strategic and operational projects of all sizes and complexity to ensure their successful planning and implementation. Projects assigned may have technology services, infrastructure and telecommunications impacts which require coordination with HHSC IT resources. Work is performed under limited direction of the Results Management Manager with moderate latitude for initiative and independent judgment.

The Project Manager III performs complex (journey-level) project management work and ensures all projects align with the organization's standards and best practices for project delivery. Work involves coordinating the planning and initiation of projects, business needs elicitation, policy requirements research and current AES roadmap impact analysis; project schedule and key milestone development and progress monitoring, stakeholder identification and management, and project artifact and documentation repository maintenance.

Facilitates project kickoff and closure, obtains authorization and commitment from key stakeholders and executive leadership, develops criteria for evaluating project success and makes recommendations based on project data.

Manages all impacts related to projects to ensure scope, schedule and resources are not at risk and escalates issues as needed. Coordinates with other state agencies, governmental entities, private sector partners, and contractors. Utilizes standard project management methodologies and tools to support key business and strategic project initiatives involving cross-functional coordination, vendor and partner engagement, research and analysis.

Essential Job Functions (EJFs):

Develops and manages projects, facilitates and participates in cross-program and multi-agency workgroups, setting goals and objectives and providing work products and deliverables. Facilitates activities throughout the project's life cycle including, but not limited to, planning and initiation / kickoff, timeline and schedule development and tracking, status reporting, action item tracking, project closure, and lessons learned. Works with staff and external stakeholders to identify risks and issues and develop mitigation strategies. (40%)

Coordinates project team, stakeholder and vendor interactions using professional, clear and respectful communication. Plans and manages efficient project meetings. Delegates tasks and responsibilities to appropriate personnel. Identifies and resolves issues and conflicts within project teams. Escalates risks and issues enabling leadership visibility to help resolve. Provides guidance and technical assistance to staff for related projects. (25%)

Responsible for managing the project lifecycle and overseeing quality execution from project initiation through closeout. Facilitates project delivery and accepts ownership for the project's success. Be a process and product champion. (20%)

Delivers executive presentations on completed project effectiveness and future improvement recommendations. Implements best practices and tools for successful project delivery. Facilitates development of comprehensive project work plans including evaluation and plan for system and operational change requirements, state rules, state plan and waiver amendments, finance, and program policy. Prepares high quality written project reports, project updates, project summaries, and other documentation, as needed. (10%)

 

Ensures compliance with project deliverables standards and maintains project files/documentation/approvals in a centralized repository. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • Federal and State laws and regulations pertaining to eligibility programs.

  • Identification of project risks and gaps and able to develop creative and workable solutions to complex problems and policy issues.
  • Interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel.

Ability to:

  • Assess problems; to develop alternative solutions; to develop and interpret policies and procedures; to prepare concise status reports; to communicate effectively; and to plan, assign, and/or supervise the work of others.
  • Manage multiple tasks/projects requiring the flexibility in work prioritization to meet demanding deadlines.
  • Gather, correlate, and analyze facts.
  • Operate a personal computer and use of software such as Microsoft Project, Microsoft Office (Outlook, Excel, Word, PowerPoint), Microsoft SharePoint, and Microsoft Teams.

Registrations, Licensure Requirements or Certifications:

Project Management Professional (PMP) certification or Certified Associate in Project Management (CAPM) certification, or in the process of certification.

Initial Screening Criteria:

Required:

  • Graduation from an accredited four-year college or university. Work experience within the project management field may be substituted for education on a year-for-year basis.
  • At least 3 years experience as a project manager or similar role with demonstrated expertise managing a diverse portfolio of projects, including both technical and non-technical projects.

 

Preferred:

  • Experienced in advanced group facilitation and leading discussions in larger groups and with multiple business areas.
  • Advanced experience using Microsoft Office Suite, including SharePoint and/or MS Project.
  • Knowledge of Federal and State laws pertaining to eligibility programs
