Rural Texas Strong Program Director

Brief Job Description:

The Rural Texas Strong Program Director reports to the Director of Provider Finance within the Chief Financial Officer Division at the Health and Human Services Commission. This role will be responsible for the implementation of the federal Rural Health Transformation (RHT) Program administered by the Centers for Medicare & Medicaid Services (CMS).

The Program Director will provide direction and guidance in the strategic operations and planning of the RHT program, including setting major goals and objectives in line with the state's approved application; coordinating and evaluating program activities including the timely disbursement of funds; and approving budgets and major expenditures. This position will supervise the work of others within the Department and coordinate with other internal staff and external stakeholders, including rural health providers and CMS.

The Director will oversee strategic communication efforts and represent the agency at business meetings, hearings, legislative sessions, conferences, seminars, and panels. This role will work under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

Essential Job Functions (EJFs):

Directs program activities and/or business functions related to the implementation of the RHT Program. (30%)

Interfaces and communicates effectively with diverse groups, including agency staff, medical/provider associations, workgroups, advisory committees, legislative staff, client advocates, attorneys, state/federal auditors, and interested parties. Represents the agency at business meetings, hearings, legislative sessions, conferences, and seminars or on boards, panels, and committees. (25%)

Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures. (15%)

Approves schedules, priorities, and standards for achieving goals; and directs evaluation activities. (15%)

Reviews and approves budgets and major expenditures; and ensures that requirements of funding sources are met. (10%)

Performs related work as assigned. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; business and management principles involved in strategic planning, resource allocation, and leadership techniques; and the principles and practices of public administration and management.

Knowledge of rural health care in Texas and the financing challenges unique to rural hospitals and providers.

Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision-making, including assessing risk and using good judgment to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems.

Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate agency policies and procedures; to prepare concise reports; to communicate effectively; and to supervise the work of others; to give presentations and testify at hearings.

Registrations, Licensure Requirements or Certifications:

N/A

Initial Screening Criteria:

Graduation from an accredited college or university. Master's degree preferred.

Minimum of 5 years' experience with rural hospital administration or operations.

Minimum of 5 years' experience in the management and direction of a program relevant to rural health.

Minimum of 5 years in a supervisory team managing a team of staff members.

Minimum of 2 years' experience communicating with legislative members and staff.

Additional Information:

The Provider Finance Department operates on a hybrid telework schedule. Staff are currently required to physically work in the office 2 days per week. The office is headquartered in Austin, Texas.
