Brief Job Description
Under the direction of the Texas Civil Commitment Office (TCCO), the Program Specialist IV Senior Case Manager performs complex (journey-level) consultative and technical assistance work regarding the provision of case management and related services to sexually violent predators (SVPs) civilly committed under Chapter 841 of the Texas Health and Safety Code. Conducts monitoring and surveillance through the global positioning satellite/electronic monitoring system. Coordinates services for SVP clients and enforces the terms and conditions of civil commitment. Serves as liaison with multiple agencies to coordinate regarding the treatment and supervision of SVP clients. Continuously researches and develops resources to meet the client's needs. The Senior Case Manager provides supervision and case management services to civilly committed SVPs. Assists the Unit Supervisor and Director of Case Management Services in auditing client files and reviewing compliance with TCCO policy and procedure requirements. Provides training to TCCO staff and contractors during new hire training, in-service training and ad hoc training. Observes, monitors, and evaluates employee interaction with SVPs and contracted service providers. Assists in developing agency goals, guidelines, and policies and procedures. Ensures civil commitment work is performed in accordance with laws, policies, and procedures and makes recommendations to improve operations. Monitors multiple databases to ensure accurate employee data entry. May be assigned to work in a confined treatment facility. Work is performed under general supervision with moderate latitude for the use of initiative and independent judgment. Maintains 24 hour/day, 7 day/week availability to ensure optimal supervision and action regarding monitoring of SVPs. Performs other duties as assigned.
Essential Job Functions
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(40%) Provides comprehensive case management services to SVP clients assigned to the Senior Case Manager's caseload and serves as a backup in the absence of the assigned Case Manager including but not limited to completion of visits with SVP Clients, participation in treatment team meetings, investigation of violations, and coordination with contracted services providers and outside entities. Documents, investigates and responds to critical incidents within the required timeframe. Conducts face-to-face visits with SVP Clients including at the client's residence, place of employment or other locations in the field. Ensures compliance with all court commitment orders. Collaborates with other professionals involved with the client. Coordinates interagency case management. Assists clients with referrals for services such as sex offender treatment, medical treatment, mental health treatment, and substance abuse treatment. Coordinates substance abuse testing and investigates results. Develops resources to include community support services, residential home plans and potential employment. Coordinates clients' schedules. Provides timely and comprehensive documentation of all contacts with clients, service providers and collateral contacts related to the clients in the case management automated system to include all pertinent facts and events concerning the client.
(10%) Installs and provides monitoring and surveillance of civilly committed SVP clients through the global positioning satellite (GPS) system. Audits and investigates clients' locations compared to GPS tracking. Monitors alerts in the GPS system and addresses or resolves alerts received. Orders and ensures GPS equipment inventory is accurate.
(10%) Prepares affidavits and reports as required, investigates violations of the order of commitment and takes appropriate action for non-compliance. Coordinates and communicates with law enforcement taskforces during the execution of a warrant and apprehension of a sexually violent predator. Monitors the adjudication of alleged violations through the judicial process. Prepares legal documents and other reports for judges, attorneys and the court system. Provides judicial recommendations regarding civil commitment status.
(15%) Audits case management services provided by Program Specialist III Case Managers to ensure compliance with TCCO policy and procedure requirements through observation, monitoring and evaluation of Case Manager interactions with SVP Clients, review of documentation related to client interactions, and review of SVP Client files. Composes comprehensive and accurate audit reports according to policies and procedures. Monitors and maintains databases to ensure accurate employee data entry. Provides technical assistance, recommends modifications, and ensures implementation. Investigates grievances from SVPs, their families, judicial entities, and the general public and provides documentation to the Director.
(15%) Provides training to TCCO staff and contractors regarding agency history, agency operations, civil commitment processes, and TCCO policies and procedures during new hire orientation, in-service training and as needed. Provides guidance regarding SVP Client issues, supervision, case management and SVP Client violations. Reviews staff investigations of violation of the order of commitment.
(5%) Assists in developing agency goals, guidelines, and procedures. Assists in composing agency policies, procedures and rule revisions. Assists in the implementation of agency goals, guidelines, policies, procedures and legislation.
(5%) Serves as a liaison for the civil commitment program. Represents the agency in coordinating activities with various law enforcement agencies, Special Prosecution Unit, Victim Advocacy Agencies, Texas Department of Criminal Justice, courts, and other entities. May provide testimony in Civil, Administrative, and District Court as needed. May serve on various task forces or administrative committees as requested.
Performs other duties as assigned. Maintains availability 24 hours/day, 7 days/week to respond to incidents or alerts and ensure necessary and appropriate supervision of SVP Clients.

Registrations, Licensure Requirements, or Certifications:
Valid Texas Driver's license.
Initial Screening Criteria:
Bachelor's Degree in Criminal Justice or related field required. Three years' case management experience required. Experience working with sexually violent predators required.
