The Staff Services Officer works under the general direction of the Associate Commissioner for Business and Regional Services. Provides human resources functions, as needed. Conducts research to prepare, gather, and proof briefing materials, letters, memos, and agendas for all executive-level meetings. Tracks assignments on incoming requests, projects, and events; coordinates and co-facilitates special projects. Distributes division-wide announcements and processes travel related expenses for reimbursement. Attends executive-level meetings and provide staff support and briefings regarding BRS activities. Review and analyze legislative documents during Texas' legislative sessions. Manages and tracks requisition processing. Serves as a back-up administrator for the HHS mass notification system and AED services. Serves as liaison to other program staff and other agencies or HHSC divisions concerning programs and initiatives being managed by BRS. May serve as backup to the contract liaison for FOSS managed contracts. Serves as the records management coordinator for FOSS.

Coordinates and directs administrative and staff services operations for the BRS Division. Manages work flow and other activities; serves as liaison to HHSC Systems Support Services and BRS directors on various matters pertaining to BRS assignments, administrative procedures, special projects/initiatives and other programmatic issues. Provides liaison to other departments, agencies, organizations, vendors, and stakeholders on behalf of BRS. Assists with human resources planning; and participates in screening applications for job vacancies; participates on interview panels as needed. Provides assistance to the Associate Commissioner for BRS. Maintains appointment calendar, schedules and coordinates meetings, coordinates travel arrangements, and processes travel reimbursements. 25%
Plans, prepares, researches, reviews, and compiles data and information for the preparation of special reports: including CAFM management, staffing reports, tracking of budget expenditures to include consolidation of five units within BRS as well as ensuring projections and merits are complete and accurate. Provides technical assistance and guidance to BRS staff on the completion of various reports and reviews completed reports for content, accuracy and appropriateness. 20%
Develops and implements monitoring tools and procedures to track and ensure the timely completion of critical tasks, assignments and projects. Monitors and facilitates BRS compliance with system wide, agency, and division-specific policies and procedures. 15%
Analyze, collects, responds, and follows up on legislative assignments for BRS in the Legislative Tracking System 10%
Analyzes, develops, recommends and/or implements administrative practices and procedures for BRS programs. Formulates methods to improve customer services and production efficiency. Participates in program planning in consultation with BRS directors. 10%
Develops, prepares, reviews, tracks, and monitors correspondence, memos, presentations, training, and reports in response to requests or assignments by the Associate Commissioner for BRS and HHS Executive Management. Coordinates responses and/or responds to requests for information. 10%
Manage and maintain the BRS webpages to include all BRS Divisions. Assist BRS areas with submitting updated information as changes occur. 10%
Registrations, Licensure Requirements or Certifications
Valid Class C Drivers License
Certified Texas Contract Manager (CTCM) Preferred but not required.

Experience in office management, project management, program management, human resource administration, and budget preparation work.
Knowledge of agency policies and procedures, of office management and human resource administration, and of fiscal methods.
Knowledge of accepted business practices and procedures involved in providing services and of applicable rules, regulations, and policies, as well as related legislative and legal practices and procedures.
Skill in developing document management/tracking systems.
Skill in independently prioritizing, planning, coordinating, and organizing multiple tasks simultaneously and quickly adapting to changes and timeframes.
Skill in the use of computer equipment and standard software applications (Excel, Word, Visio, PowerPoint, Adobe Professional, SharePoint, and ReqPro).
Highly proficient computer skills including Word, Excel, PowerPoint, Outlook, Visio, and SharePoint
Ability to analyze and solve work problems; to make decisions affecting the operation of administrative services functions; and to plan, assign, and/or supervise the work of others.

Initial Screening Criteria
Associate's Degree or Bachelor's Degree in finance, accounting, business administration, or closely related field from an accredited four-year college or university.
At least 5 years of senior level experience in office management, business administration environment. Education may substitute for experience.
Experience in the use of Microsoft office suite.
Experience drafting and proofing notes, letters, memos and briefing documents.
