Initial Screening Criteria

  • A high school diploma or GED and at least twelve (12) years of work experience in auditing, inspection, evaluation, research, investigation, or another field related to the job functions as determined by the hiring manager

        -or-

  • A bachelor's degree from a college or university with major coursework in auditing, information technology, social science, finance, public policy, public or business administration and management and at least five (5) years of experience in inspection, investigation, auditing, evaluation, research or another field related to the job functions as determined by the hiring manager.
  • An advanced degree from an accredited institution of higher education may be substituted for two (2) years of required experience at the hiring manager's discretion.

Section 1 - Job Description 

  • The Team Lead (classified as Auditor V) performs highly advanced and managerial (senior-level) inspection and evaluation work as well as organizational and policy analysis under minimal direction with extensive latitude for the use of initiative and independent judgment for the Health and Human Services (HHS) Office of Inspector General (OIG) Audit and Inspections Division.
  • Conducts inspections, evaluations, assessments, and reviews in accordance with the Council of the Inspectors General on Integrity and Efficiency - Quality Standards for Inspection and Evaluation.
  • Work involves managing all aspects of an inspection, assessment, review or evaluation, including the planning, execution, reporting, and wrap up phases of each assigned project. The Team Lead assigns and oversees daily work activities for teams engaged in specific work assignments, develops final project scope and objectives, and establishes project timelines.  Also contributes to the development and evaluation of the performance of staff assigned to  projects.
  • Work includes analyzing systems, policies, and procedures by collecting and analyzing historical, current, and projected data to identify problems and propose solutions to challenges identified.
  • The Team Lead leads project-level risk and controls assessments, develops and executes work programs, and leads all verbal and written client communications. The Team Lead proposes solutions to challenges identified through research and analysis and provides recommendations to the division director and manager. Conducts root cause analysis and focuses recommendations on addressing those root causes. Identifies and evaluates trends and recommends potential solutions, including suggesting policy and procedure revisions. Oversees the development and preparation of reports, studies and special projects to make recommendations for program and policy changes. 
  • In addition to project management responsibilities, the Team Lead may represent the OIG Audit and Inspections Division at meetings, interact with internal and external stakeholders, and participate in work groups.
  • Performs other duties as assigned.
  • This position is eligible for a hybrid work schedule at the discretion of the hiring manager.

 

Section 2 - Tasks and Standards

Essential Job Functions

EJF 1: (45%)

  • Manages highly advanced inspections, assessments, reviews and evaluations of Health and Human Services (HHS) system programs, policies, and processes. Assigns and monitors the daily activities of team members assigned to the project to ensure project objectives and timelines and adherence to standards, and OIG Audit and Inspection Division policies are met.
  • Conducts and guides teams in conducting qualitative and quantitative research and analysis to identify and evaluate issues and trends. Conducts root cause analysis to recommend potential solutions, including suggesting policy and procedure revisions.
  • In coordination with the Manager and Director of Inspections, establishes objectives and scope of work; prepares and reviews planning documents, including engagement letters and work plan; and conducts entrance conferences with agency and client management to discuss objectives and scope.
  • Prepares and supervises the preparation of working papers; provides instruction for the accomplishment of objectives; and promotes efficient and effective utilization of resources. 
  • Applies critical thinking and problem-solving skills and guides project team in the applications of these skills.
  • Assigns and reviews work performed by teams.  Performs and oversees the performance of first-level review to ensure (a) procedure steps are complete, (b) calculations and formulas are accurate, (c) documentation obtained during the project fully supports reported conclusions, findings, and recommendations, and (d) evidence is documented and hyperlinked to related working papers in accordance with OIG inspection policy and professional standards. Writes coaching notes in TeamMate as necessary to document supervisory review has been performed.

 

EJF 2: (35%)

  • Communicates project status, results and conclusions verbally and in writing with all levels of management to include periodic project status meetings, key written deliverables presented to client management, and briefings for executive management on project results and recommendations.
  • Conducts status meetings throughout the project to communicate potential results, issues, and significant control weaknesses identified in areas being inspected to promote transparency and communication of project results and conclusions prior to issuance of draft reports, particularly those that require coordination across divisions, agencies, or contractors.
  • Prepares draft reports, including results, conclusions, issues, and recommendations, and presents results and conclusions to contractors, providers, and agency management during exit conferences.
  • Oversees the submittal of appropriate management responses when submitted, completes final reports and coordinates final review and distribution of reports.
  • Ensures draft and final reports (a) are clear and concise, (b) fairly and accurately present results and conclusions relevant to the project objectives, and (c) are supported by sufficient and appropriate evidence.

 

EJF 3: (15%)

  • Communicates project-level performance expectations to staff.
  • Evaluates and provides constructive feedback to staff about their performance on assigned projects on a regular basis throughout the project and as necessary.
  • Communicates staff performance timely and shares project performance information with management when needed for annual performance appraisals.

 

EJF 4: (5%)

  • As assigned, coordinates and plans the development, implementation, and execution of special projects and other initiatives designed to achieve the overall mission, goals, and objectives of the OIG.
  • Conducts research and analysis and writes and edits ad hoc reports at the request of management to assess trends and issues relevant to OIG work.

Additional Information

The OIG is responsible for preventing, detecting, auditing, inspecting, reviewing, and investigating fraud, waste, and abuse in the provision of HHS in Medicaid and other HHS programs. Potential employees of OIG are subject to criminal background checks in accordance with the HHS Human Resources policy. Selected applicants must complete a national fingerprint-based criminal background check through the Texas Department of Public Safety (TDPS) and Federal Bureau of Investigations (FBI) to determine if they have criminal history record information that constitutes a bar to employment.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
