Brief Job Description:
The Learning Resource Network (LRN) Training Delivery Manager works under the direction of the Learning and Development Director and performs highly complex managerial work by administering the daily operations and activities of the Training Delivery Team. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, prioritizing training delivery needs, and standards for achieving established goals; coordinating and evaluating the ongoing delivery of training activities across the system; utilizing data-driven strategies to determine employee training; and developing dashboards/metrics to identify trends and effectiveness.
The training delivery manager works directly with the Learning and Development Director, Texas Health and Human Services (HHS) business owners, and stakeholders to deliver system-wide training initiatives, including manager training, professional development training for all employees, HHS systems training, legislatively mandated training, training as a result of an audit, and training identified as the result of a needs assessment.
The Training Delivery Manager is also responsible for managing planning, assigning, and supervising the work of a team of trainers.
Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Manages the daily activities of the training team by coordinating, implementing, and providing ongoing delivery of training for HHS system employees; establishes goals, objectives, and training plans that support overall team strategies for trainer development; plans, develops, and approves schedules, priorities, and standards for achieving goals, and conducts annual performance evaluations for program area employees. (20%)
Develops and implements department guidelines, techniques, and standard processes for training coordination and delivery to ensure consistency within LRN policies and procedures and industry standards; ensures policy, procedures, and processes are accurately implemented into the agency's mission by providing routine feedback to the training delivery team; and ensures instructor-led courses align with LRN Strategic Plan. (20%)
Observes active training on a semi-annual basis for each course to ensure trainers follow curriculum and deliver content based on adult learning and classroom management principles and techniques; implements trainer development plans to ensure consistency of content delivery; develops, reviews, and maintains fiscal year training calendar; maintains digital course catalog and coordinates implementation of new courses through an internal pilot, external pilot, and train-the-trainer session. (20%)
Attends innovative and modern training workshops/conferences for professional development; implements internal training sessions for LRN training staff on new training techniques and topics; and conducts quarterly trainer sessions to enhance new skills related to modern training techniques and new classroom techniques adding innovative options to training programs; collaborates stakeholders to introduce the latest innovative training techniques and topics for career development in HHS. (20%)
Evaluates the effectiveness of training programs using a variety of methods including surveys, assessments, metric analysis, and feedback from employees and managers, by implementing evaluation models including but not limited to Kirkpatrick, Kaufman, Anderson, and CIRO; reviews course evaluations monthly and identifies opportunities for improvement based on data collected; utilizes data to continuously improve training delivery and make recommendations for improvements; and maintains an ongoing list of identified topics and/or requests for training needs to include in future courses; and conducts training needs assessment. (15%).

Knowledge, Skills and Abilities (KSAs):
Knowledge of:
- Modern adult learning theory, training evaluation methodologies, and classroom principles, techniques, and best practices in training delivery.
- Project management and project planning.
- Critical thinking, problem-solving and decision-making steps.
- Current training technology software for instructor-led and virtual instructor-led courses.
- Relevant laws, regulations, and industry standards related to training and development, such as compliance training requirements.
- Conducting focus groups and gathering information.

Registrations, Licensure Requirements or Certifications:
Training delivery certification from Langevin, Association for Talent Development, Bob Pike or from another training certification entity preferred.
Initial Screening Criteria:
- Bachelor's degree in Training and Development, Human Resources, Business Administration, or related field.
- 4 years of experience as a training delivery manager.
- 7 years of experience as an instructor-led trainer for a large organization.
- 3 years of observing and monitoring training classes and providing trainer feedback.
