Texas Civil Commitment Office (TCCO) Unit Supervisor
Works under the direction of the Director of Case Management Services of the Texas Civil Commitment Office. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests. Plans, assigns, and supervises the work of others. Supervises the case managers for the agency. Maintains 24/7 availability to ensure optimal supervision and action regarding supervision and oversight of Sexually Violent Predators. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Manages and coordinates the daily operations of employees assigned to supervise sexually violent predators civilly committed under Health and Safety code, Chapter 841. Oversees and develops comprehensive and accurate audit reports for evaluating the civil commitment program to achieve agency mission and function. Monitors and approves leave, adjusting work schedules accordingly. Provides guidance and documents employee issues as necessary to improve performance. Conducts comprehensive internal audits of employee work according to policy and procedure. Monitors multiple databases to ensure accurate employee data entry and provides technical guidance. Recommends and coordinates activities to produce a more effective program; provides training, develops policies, procedures, and manuals; and prepares justifications for and assists in implementing procedural and policy changes. Conducts various research studies concerning civil commitment and develops policies and procedures. Investigates allegations of policy and procedure violations and documents findings and takes appropriate action to correct behavior; conducts quality assurance reviews; prepares or assists in the preparation of administrative reports, studies, and specialized research projects; works with the program staff in determining trends and resolving technical problems; and responds to emergencies. Performs a variety of marginal duties not listed, to be determined and assigned as needed.
Registrations, Licensure Requirements or Certifications:
Valid Texas Driver's License and insurance.
Knowledge, Skills, and Abilities (KSAs):
Knowledge of the principles of program monitoring.
Knowledge of applicable state and federal laws, rules, regulations, and statutes.
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
Skill to review technical data and prepare technical reports.

Skill to communicate ideas and instructions clearly and concisely.

Initial Screening Criteria:
Bachelor's Degree in Criminal Justice, Sociology, Psychology or a directly related field from an accredited college or university. Experience in case management work.
