The WIC IT Applications Lead (Systems Analyst V) Works under the general supervision of the IT Women, Infants, and Children (WIC) Applications Manager. The Systems Analyst V role performs advanced (senior-level) systems analysis work analyzing, developing and maintaining the complex WIC systems within the IT Application Services department supporting the Family Health Services (FHS) portfolio area.

 

  • Supervises, and oversees, the work of other technical staff.
  • Oversees the ongoing development and maintenance of WIC systems, proactively Producing and documenting solutions for complex problems.
  • Ensures the team follows all aspects of the software development life cycle (SDLC), adhering to all agency quality and security standards.
  • Coordinates projects that involve other teams and programs in the agency.

 

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

 

Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager. 

 

 

Essential Job Functions (EJFs):

 

35% - Oversees the coding, testing, and support of highly complex applications to meet customer needs. This includes collaborating with the customer to understand requirements and problems to be solved. Supervises day-to-day operations so that maintenance is completed on time, within budget, and with quality. Consults with the customer and the team on hardware and software purchases., reviews justifications, and makes recommendations

 

 

20% - Plans, assigns, and supervises the work of technical and professional staff. Assures team members comply with all related policies, standards, procedures, and activities. Provides technical leadership on projects and agency initiatives. Assists in training new personnel. Interviews job applicants and make hiring recommendations. Facilitates team meetings.

 

 

15% - Oversees advanced systems analysis, design activities, and quality assurance conducted by the team, which include writing specifications, preparing preliminary analysis/design plans, user requirements, reviewing test plans, and schedules. Provides analysis and consultation to management on technical solutions and evaluates new technologies for implementation. Manages the preparation of charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and tasks accomplished.

 

 

15% - Ensures system documentation is accurate, complete, and up to date. This includes architectural diagrams, technical specifications, and security controls. Works with the team to make sure hardware, operating systems, middleware and software are current. Ensures that software is consistent with Agency and Department of Information Resources (DIR) policies and standards. Stays informed of the latest enhancements in software engineering, looks to modernize applications, and reduce technical debt.

 

 

10% - As a technical lead presents project updates to the manager, coordinates assignments, notifies manager of workload problems, and makes sure internal deadlines are met. Coordinates projects and maintenance activities with other teams, outsourced partners, and vendors. Prepares management level reports, such as status reports, application and system inventories, and budgets.

 

 

5% - Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.  Such participation may require an alternate shift pattern assignment and/or location.

Initial Screening Criteria:

 

  • Graduation from an accredited four-year college or university with a major in Computer Science, Software Engineering, or related field. (May substitute direct work experience in Computer Science, Software Engineering, or related field on a year-for-year basis.)
  • Minimum 8 years of work experience in a software engineering fieldis required.
  • Minimum 5 years of work experience leading or supervising a team of at least 6 members is required.
  • Minimum 4 years of work experience with Microsoft technologies such as Azure, Visual Studio, SQL Server, and C# is required.
  • Experience in a government agency preferred.

 

 

Additional Information:

 

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
