Summary of Job Duties: The Chief Information Officer and Associate Vice Chancellor provides strategic and operational leadership and direction for Information Technology Services including infrastructure, production, integration, analysis, development, standards and policies, technology research and coordination with other institutional functions within the role of Chief Information Officer. The CIO participates in the development and implementation of overall institutional policies and procedures relating to allocation of Information Technology resources as a member of the senior management team. This position is responsible for providing leadership for the development and delivery of Information Technology services within the University of Arkansas for Medical Sciences and its related entities with emphasis on achieving more effective and cost beneficial enterprise-wide Information Technology (IT) operations. This position will also be responsible for all IT Technology and Technical Operations supporting UAMS.

They will work closely with the Office of Human Resources and the Vice Chancellor of Institutional Support Services in the development of appropriate personnel policies and procedures to ensure that the division maintains the highest standards of service with a focus on efficiency, best practices, and customer service driven excellence. The role is responsible for Information Technology Services in the Vision 2029 goals and initiatives.
Qualifications:

Minimum Qualifications:

  • Master's Degree in Information Technology, Computer Science, Business Administration, Healthcare Administration or related field of study plus ten (10) years of experience comprised of increasing responsibilities for management and support of information systems, security, information technology, infrastructure, and operations, healthcare preferred. Project/program management training (e.g Six Sigma) with demonstrable portfolio. Prior leadership roles in Data Governance and Master Data Management.

  • Excellent organizational and leadership skills; outstanding communication and interpersonal abilities.

  • If not previously in healthcare, an awareness of clinical informatics, healthcare operations, health data sciences, and financial metrics.

  • Experience in managing server, network, and application teams, preferably at organizations with more than 5000 employees supporting both in-person and remote work.

  • Comfort and experience working in a highly matrixed organization.

  • Comprehensive knowledge of business principles and techniques of administration, organization, and management to include an in-depth understanding of the key business issues that exist in the health care and higher education industries. These include, but are not limited to, knowledge of strategic and operational planning, health care & higher education economics, personnel administration, federal, state and local laws, marketing, financial and cost analysis, trends in the academic health care industry, and primary health care administrative theory and practice.

  • Extensive resourcefulness and creativity required.  Typically entails judgment in the development of solutions to major problems or opportunities where precedents and principles are few.

  • Effective leadership skills, which demonstrate decisiveness, the ability to participate in innovation and change, strategic thinking, collaboration and teamwork, and problem solving.  Independence of action highly valued.

  • Effective interpersonal skills, including the ability to effect collaborative alliances, promote teamwork, and ensure a high degree of internal and external customer satisfaction.  Superior communication skills in both written and verbal presentation.

  • Effective organizational, planning, controlling, scheduling and project management abilities.  Ability to function effectively in a fast-paced and changing environment with multiple priorities and objectives.

  • Knowledge of various office productivity software programs such as word processing, databases, spreadsheet programs, and communications software.

  • Knowledge of contracting and good vendor negotiation skills.

  • Comprehensive knowledge of systems design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation and operational management.

Preferred Qualifications:

  • PhD or equivalent doctorate.

  • Ten (10) years of Project and Change Management and Business Processes experience including six-sigma and lean Six Sigma.

  • Ten (10) years of experience in Healthcare Operations, Human Resource Management, Data Governance, Security, Enterprise Data Warehouses and Master Data Management.

  • Prior IT Leadership in Fortune 500 strongly preferred, with a special emphasis on healthcare system, banking, logistics, or other 24/7/365 industry.

  • PMP, ACP-PMP.

ESSENTIAL FUNCTIONS

CIO - Information Technology Services

  • Report to the Vice Chancellor and Chief Operating Officer, participating as a member of their senior management team.

  • Coordinate and direct all information management activities including budgeting, planning, scheduling, staffing, contract negotiation, contract administration, system implementation, and daily operations.

  • Coordinate with peer Associate Vice Chancellor – Chief Clinical Informatics Officer for their direction regarding electronic health records, computerized order entry, etc.

  • Determine long-term institution-wide information needs and develops overall strategy for resource needs, systems development and hardware acquisition, and integration including mainframe, mini, macro, and client/server computing applications.

  • Provide oversight and direction for all IT technology and asset management activities to ensure regulatory and policy compliance and adherence to budgets and management best practices.

  • Provide executive direction to directors, managers, and supervisors in managing the operational, administrative, and financial aspects of their respective areas to support overall system performance, security, uptime, and responsiveness of staff to meet performance objectives on time and within budget.

  • Participate in the development and administration of a capital budget for Information Support Services expenditures for UAMS.

  • Prepare and administer the departmental budget for Information Technology, ensuring consistency with strategic goals, objectives, and resource allocation requirements of the organization.

  • Analyze and prioritize Information System needs, changes and improvements.  Provide direction and quality assurance for new and modified systems from project inception through installation, testing, and start-up.

  • Identify and recruit appropriate resources for IT positions, leading, mentoring, and managing to develop each individual's skills for better meeting the IT needs of the organization.

  • Using academic, research and healthcare IT expertise and creativity, encourages each IT professional to accomplish more to meet the needs of the organization.

  • Collaborate with other executive directors, administrative directors, and managers whose departments have Information Technology Services needs toward the accomplishment of common goals.

  • Provide periodic reports of Information Technology Support Services activity, security, cost, and status to the senior management team, highlighting areas requiring attention and participation as appropriate.

  • Ensure the development and enforcement of principles, standards, and policies necessary to standardize, integrate, and coordinate Institutional Support Services, recognizing information as a key corporate asset.

  • Act to ensure the integrity of institution data, proprietary information, and related intellectual property through information security and access management.

  • Creates, leads, and/or supports standing IT governance committees, project committees and ad hoc committees.

  • Maintain effective liaisons with user departments and outside vendors to assure optimum utilization of UAMS' information systems.

  • Identify changes and trends in computer and systems technology and interprets their meaning to campus management.

  • Maintains relationships with key stakeholders throughout all levels of the institution.

  • Achieve and maintain customer satisfaction with the support given by members of Information Technology Services.

  • Strengthen management team and effectiveness of employee development within areas of responsibility.

  • Allocate personnel resources among competing priorities for Information Technology Services.

  • Maintain appropriate redundancy of critical infrastructure components and maintain an appropriate disaster recovery plan.

  • Act as principal vendor liaison for all system negotiations, implementations, and maintenance contract renewals.

  • Establish and coordinate organizational structure and deployment of the technical resources necessary to support the acquisition, development, and use of information technology resources.

Technical Operations and Support Services

  • Ensuring UAMS' Technology supports the current and future needs of UAMS and its partners.  

  • Ensuring reliable, stabile, and secure UAMS computing infrastructure that adheres to both IT policy as well as IT Healthcare and Higher Education industry best practices as it relates to: Servers, PCs, Network, Storage Area Network, Telephony, and data center operations.

  • Ensuring IT related procedures, processes, and tools are present to support regulations that govern UAMS: HIPAA, FISMA, JCAHO, FERPA, etc. as well as IT industry best practices.

  • Ensuring IT disaster recovery and continuity planning processes are aligned with organizational RPO/RTO requirements.

  • Effective management of Technical Operations staff.

  • Overseeing day-to-day outward facing large group communication between IT clients/customers, staff, management, vendors, and other UAMS partners.

  • Looking for performance improvement opportunities that will enhance efficiency and/or reduce costs.

  • As appropriate, presenting new technology purchase proposals to UAMS IT governance and Senior leadership.

Professional Organizations

  • Serve as a representative of the University of Arkansas for Medical Sciences in various industry organizations, professional associations, and state and university committees.

  • Collaborate and participate in the integration of entities associated with UAMS such as ARE-ON, UALR, UA Systems, ATOM, etc.  Direct and coordinate Information Technology issues between the organizations.

  • Actively participate on boards, councils, and professional societies such as University Health Consortium (UHC), College of Healthcare Information Management Executives (CHIME), Association of Academic Medical Colleges (AAMC), Health Information Management Systems Society (HIMSS), and others.

  • Coordinate with other Arkansas Chief Information Officers and the state of Arkansas to ensure continued system integration and consistency.

  • Present workshops, training sessions, guest lectures, and/or outreach presentations to a variety of audiences including university classes and local, regional, and national professional meetings.

  • Serve as a liaison with outside health sciences and healthcare related organizations, providers, and vendors.

  • Other duties as assigned.
