Job Summary

The Director, Patient Financial Services is responsible for strategic leadership and direction for the overall operations of the technical/facility back-end revenue cycle for the Health System enterprise. Provides overall strategy and impacts processes and financial direction of Pre-Billing Edit Management, Billing, Follow-up, Collections, Cash Posting, Refunds/Credit Balances, Denial Management, Customer Service, Bad Debt, Charity and Payor Variance activities in accordance with current applicable standards, guidelines, current laws and regulations. Includes responsibility for integrated business office operations.

This position communicates the department vision, translating it into actionable projects and activities. Maximizes management staff's contributions and assures timely decision-making reflecting the mission, vision, and values of the system through subordinate managers, supervisors, high level professional analyst and nurse audit staff within nine complex business units with multiple functional disciplines/occupations to include health system registration and charging (data entry and charge capture) and coding (manual and automated) quality and processes, as well as technical billing, collection, credit balance resolution, refund processing, quality/reporting, process improvement, training and audit. Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. 

The Director, Patient Financial Services manages all aspects of technical insurance billing and follow-up to ensure development and implementation of policies and procedures required for successful carryout of patient accounting operations. Responsible for the accounts receivable for UC Davis Medical Center. In addition, provides expert technical and operational support for the Patient Accounting Department. Through effective planning, organizing, staffing and direction, the PFS Director ensures the department is operating within acceptable standards with major emphasis on days outstanding in accounts receivable, cash flow, optimizing collections, minimizing bad debt and manage to budget.

Minimum Qualifications

  • Bachelor's degree or equivalent 5 years of experience in the oversight of revenue cycle performance required.
  • Subject Matter Expert level in EPIC Resolute HB and Claims with EPIC ADT experience and knowledge of feeder modules (e.g. OpTime, Radiant, Willow, etc.).
  • Prior seasoned experience in Patient Accounting Management in a large, academic medical center.
  • Project Management experience with emphasis on patient accounting system development.
  • Experience working with labor unions.
  • Experience in development of strategic plans in the patient accounting area.
  • In-depth background in multi-specialty medical group Patient Accounting Management, Patient Accounting Systems Development and Project Management.
  • Personnel management experience in hiring, training, mentoring, coaching and corrective action.

  • Advanced knowledge of healthcare revenue cycle operations, concepts, and policies and their impact throughout the organization, with an in-depth understanding of related functions and issues, including coding, registration, billing, reimbursements, aging accounts, contractual adjustments, and charge capture.
  • Advanced leadership and managerial skills, with the ability to create and maintain a goal-oriented climate of teamwork and collaboration across departments for effective problem solving, conflict resolution, support for organizational values, and consistent achievement of targets and objectives.
  • Advanced analytical and critical-thinking, organizational, and business process optimization skills, with in-depth ability to develop and pursue goals, synthesize data to identify system vulnerabilities and develop and apply innovative solutions.
  • Advanced ability to collaborate, inform and educate senior management and executives.
  • Advanced interpersonal and communications skills to convey complex information clearly and concisely to all levels of staff and management. Advanced ability to motivate, influence and persuade others.
  • Thorough knowledge of metrics, analytics, and data synthesis in healthcare revenue cycle management to identify trends, produce reliable forecasts and projections.
  • Advanced knowledge of information technology specific to healthcare revenue cycle management and related functions, including software, hardware, tools, techniques, and systems.
  • Advanced skills in developing and implementing strategic plans, evaluating and developing staff competencies, facilitating workflow improvements, and organizing multi-departmental operations. In-depth abilities in fiscal and resource management.
  • Excellent written and verbal communications skills.
  • Demonstrated problem solving, analytical and negotiation skills.
  • Networking skills and be skilled in team building that may cross and overlap division, departmental and organizational lines.

Preferred Qualifications

  • Revenue cycle management experience in an academic institution

 

Department Description

Patient Financial Services (PFS) manages revenue cycle functions including DNFB, billing, contract management, insurance follow-up, charge audit, denials, underpayments as well as internal operational and functional reporting and support related to hospital/facility billing. PFS ensures account information contains accurate and comprehensive data to provide timely billing and optimal reimbursement for services rendered. PFS impacts processes to include charge capture, coding, insurance identification, data/charge entry, registration, authorizations, billing, payment posting, refund processing and collections.
