Department Summary:

Risk & Safety Services is the functional unit that supports safety, environmental management, emergency management, risk management and regulatory compliance for the Agriculture & Natural Resources (ANR) division. This requires consultation, communication, training, auditing, claims management, risk assessment and mitigation support for all units in ANR statewide. Our clientele are academic and staff employees, volunteers, and program participants, located at Cooperative Extension offices, Research & Extension Centers, Statewide Programs and Initiatives, and administrative units. Position Summary:

The Director, Risk & Safety is responsible for the leadership and development of UC ANR's programs for Environmental Health and Safety, Emergency Management, and Risk Management; for developing, implementing, managing, and continuously improving practices, policies, and programs that enhance the environmental health and safety of our academics, staff, clientele, and public; mitigate risks, and meet changing regulatory demands; for the coordination of all risk management activities and supervision of the various insurance programs, to assure proper and adequate protection for the Regents, a reduction of losses, and adherence to established standards, policies, and legal requirements. The Director, Risk & Safety reports to the Director of Facilities Planning & Management (FPM). Responsibilities will be carried out in collaboration with academic and administrative leadership, including the Vice President, ANR, Associate Vice Presidents, University of California Office of the President, directors, researchers, Department Heads, business officers, Campus Counsel, advisory groups, and local, state, and federal agencies, as appropriate. The director participates on various UC ANR and system-wide committees and work groups. This position has a high degree of autonomy and must operate in a complex environment characterized by substantial change. It requires an understanding of the mission, goals and objectives of Agricultural Experiment Station and Cooperative Extension programs. The director is authorized to discontinue operation of any University function or activity when the director determines there is imminent danger to life or health.

 

This position is a career appointment that is 100% fixed.

 

The home department for this position is EH&S / RISK SERVICES. While this position normally is based at 2801 Second Street, Davis, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

 

Pay Scale: $96,700/year to $140,400/year

Key Responsibilities:

60%

Leadership and Program Direction - Responsible for the leadership, development, implementation, and management of comprehensive division-wide environmental health and safety and risk management programs, policies, practices, and initiatives necessary to maintain a safe and healthy environment for faculty, staff, volunteers, clientele and the general public, and to assure proper and adequate protection for the Regents, and adherence to established legal requirements, industry standards, policies, and nationally recognized good practices.

 

Responsible for establishing a clear purpose, mission, and vision, setting priorities and goals, developing programs and initiatives that are in alignment with the values and academic and strategic plans for UC ANR and serve to: 1) maintain a safe and healthy environment for academics, staff, and clientele; 2) protect the University against losses; and 3) ensure that UC ANR operations are in compliance with University health and safety policies and standards, and all applicable safety, health and environmental laws and regulations. Balance regulatory and policy requirements with UC ANR research and extension mission, financial considerations, and public/private partnerships. Evaluate operational performance and strive to continuously improve the safety of UC ANR operations, reduce the frequency and severity of injuries and claims, and effectively support the well-being of the UC ANR community.

 

Develop, implement, and evaluate new programs and methodologies to identify, reduce and/or eliminate loss exposures. Protect ANR personnel, volunteers and assets, and improve available resources. Recommend and implement changes to decrease loss experience. Oversee implementation of University insurance programs for general, auto, property, employment practices liability programs and claims in coordination with Third Party Administrators and UC ANR departments. Evaluate needs for insurance coverage to protect individuals and assets. Conduct risk assessments and reports for senior leadership. Review agreements for compliance with University risk management practices. Review worker injuries and illnesses to identify trends and areas for improvement; implement measures to reduce frequency and severity of claims; oversee management of cases to increase early returns to work. Oversee the coordination with service providers who assist employees in resolving workers' compensation related issues.

 

The department provides direct services, consultation, training, and resources to the ANR community on a wide range of issues, including, but not limited to: accident prevention and investigation, Cal/OSHA compliance, Injury, Illness & Prevention Program (IIPP), agricultural safety, animal safety, construction safety, electrical safety, facility and building safety, fieldwork safety, laboratory safety, office safety, ergonomics, pesticide safety, pressure vessel safety, tools and equipment safety, control of physical, chemical, biological, or radiological hazards, asbestos and lead paint exposure, confined space entry control, respiratory protection, emergency preparedness/business continuity, environmental compliance (Air, Water, Soil), hazardous materials management and waste disposal, personal protective equipment (PPE), and project/plan review. Coordinate local[1]and division-wide response to emergencies or natural disasters. These programs are impacted by external constraints of a multitude of complex local, state, and federal laws and regulations and University policies and practices. These include, but are not limited to: California Occupational Safety & Health Administration (Cal/OSHA), California Environmental Protection Agency (Cal-EPA), California Department of Public Health (CDPH), California Department of Pesticide Regulation (DPR), Office of the State Fire Marshal (SFM), Governor's Office of Emergency Services (State OES), Federal Emergency Management Agency (FEMA), Regional and County agencies (including Air Quality Management Districts, Regional Water Quality Control Boards, and Public/Environmental Health agencies), University of California Policy and Guiding Principles for the Management of Health, Safety and the Environment. The director is authorized to discontinue operation of any University function or activity when the director determines there is imminent danger to life or health.

Management and Budget Administration - Oversees the selection, performance evaluation, and professional development of all employees in the department. Advances ethical values and conduct. Establishes budgets, controls expenditures, and administers practices to ensure sound financial performance within the department. Prioritizes compliance activities to maximize the use of available resources to enhance safety and minimize risk and liability. Manage the allocation of UC loss prevention funds. The director is responsible for assessing and implementing systems and technology tools for the department.

Compliance program - Direct comprehensive audits of all types of ANR facilities to identify, evaluate, and mitigate risks and workplace hazards and assure compliance with policies, laws, and regulations. Provide written reports to Center/County Directors with recommendations for correction or abatement of hazards, and follow-up to ensure compliance. The director serves as liaison with local, state, and federal regulatory agencies; communicates complex environmental health and safety and risk management requirements, and provides guidance to a diverse UC ANR community, including senior management, academics, researchers, business officers, staff, volunteers, clientele, other UC environmental health and safety directors. Coordinate reviews by and responses to external agencies that have the authority to cite, impose civil penalties, restrict or rescind operations, or issue permits or accreditation. Coordination between UC ANR researchers and campus oversight committees for animal research (IACUC), Biosafety, Radiation Safety, etc. Serve as Clery Officer for UC ANR, coordinating reporting to other UC campuses. Provide reports to senior leadership on status of compliance and identify any areas of non-compliance.

Policy Development and Administration - The director has the primary interpretive and advisory responsibility for environmental health and safety issues and risk management in all UC ANR programs and operations. The director identifies areas that warrant policy development, drafts policy in collaboration with stakeholders and campus policy coordinator, and recommends policy for review and endorsement by the campus in accordance with the policy review and approval process. The director participates in the development and implementation of a wide variety of short term and long-range strategic plans and initiatives for the division. Participate in the review of proposed state and federal legislation and regulations pertaining to the environment, health and safety, and risk management; advise campus officials and prepare responses, identifying impacts to UC ANR research, extension programming, and operations. Provide expertise to and participate on various UC ANR and system-wide task forces, committees and work groups.

 

Requirements:

  • Advanced degree in related area and/or equivalent experience / training
  • 10+ years' experience managing Environmental Health and Safety and/or Risk Management programs and professional, technical, and administrative staff.
  • Comprehensive and advanced knowledge and understanding of all relevant technical requirements, logistics, materials, operations, policies, rules, regulations, and compliance regulators in health and safety, environmental protection, and environmental health disciplines.
  • Advanced management skills to effectively lead and direct a comprehensive EH&S program.
  • Management expertise to lead and direct subordinate managers and staff, including advanced skills in comprehensive personnel administration.
  • Advanced knowledge of risk management principles and practices; loss control management including risk reduction, accident prevention, property protection, risk financing, retention and transfer techniques, insurance and indemnification.
  • Advanced skills to appropriately and efficiently respond to and direct the response to emergencies and critical situations, including follow-up evaluation and critique of response efficacy; creates, develops and implements changes to emergency response as required.
  • Advanced written, verbal and interpersonal communications skills to effectively address complex and potentially sensitive subject matter, including expertise and skill to interact successfully with a diverse array of technical, scientific, legal, political, and public entities.
  • Ability to analyze information and produce summaries and reports. Demonstrated analytical skills in problem identification and resolution. Demonstrated ability to design and give presentations.

 

Preferred Skills:

  • Professional certification in relevant field(s).
  • Knowledge of risk management and financial policies and procedures, and ability to apply in a university environment.
  • Ability and knowledge to take a strategic approach to risk management and applying an Enterprise Risk Management approach to the identification and mitigation of risks for the organization. Capability of building a program of preventative and strategic risk management and loss control.

 

Special Conditions of Employment:

  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
