The Employee and Labor Relations Consultant for UC ANR reports to the Employee and Labor Relations Manager. This role is responsible to deliver employee and labor relations counsel and be capable of developing proactive solutions while building relationships with all stakeholders. This position will play a key role in risk mitigation and will partner closely with other leaders to develop comprehensive, proactive plans and strategies to ensure a positive employee experience. Responsible for managing and responding to union grievances, UC personnel policy complaints/violations, being the union representative point of contact, conducting workplace investigations, assists in guiding supervisors in performance management practices, reporting on employee and labor relations issues and trends.

 

This position is a career appointment that is 100% fixed.

 

The home department for this position is IMM Office of HR. While this position normally is based at 2801 Second Street, Davis, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

 

Pay Scale: $71,100/year to $99,900/year

Key Responsibilities:

Labor Relations

Provide guidance and assistance to managers and employees on disciplinary and performance-based actions while maintaining compliance with relevant collective bargaining agreements. Respond to requests for information from unions. Manage the grievance process with unions. This includes, but is not limited to: researching and responding to claims, meet and confer obligations, early resolution, issuance of union notice, evaluating and responding to union grievances as university advocate and conducting step meetings.

Develop and implement internal guidance and provide advice to supervisors and managers on workforce relations matters that involve union represented employees. Provide data support for negotiations and administration of collective bargaining agreements. Counsel employees and provide information on employee rights and obligations, as well as due process rights associated with disciplinary and adverse actions.

Employee Relations

Work with departments and management to resolve complex employee issues and complaints. Provide consultation and recommendations to staff and managers in the interpretation of policies and procedures, including conducting training/educational sessions to staff and managers. Conduct investigations on complaints and other high-leveraged allegations in order to mitigate risk and minimize legal action. Run reports, analyze data related to various policy compliance components. Make recommendations to the management team for performance management best practices, progressive discipline/corrective action and continuous improvement. Provide coaching on performance management best practices. Partner with leadership and employees to develop and implement Core Values Program. Assist with employee engagement strategies.

Requirements:

  • Bachelor's degree in related area and/or equivalent experience / training.
  • Demonstrated ability to mediate and use conflict resolution techniques.
  • Demonstrated ability to manage and maintain confidential information.
  • Proven customer focus.
  • Thorough knowledge of public sector union labor contracts, governing bodies and policies (PERB and HEERA).
  • Thorough knowledge of applicable state and federal laws and regulations.
  • Thorough knowledge of employee relations practices and programs.
  • Effective detail-oriented written and oral communication skills. Demonstrated experience with conflict resolution.
  • Demonstrated ability to handle very difficult or volatile situations / individuals effectively.
  • Experience providing employee relations related support to assigned client groups.
  • Demonstrated experience with conflict resolution.
  • Demonstrated experience with applying employee relations specific concepts.

Preferred Skills:

  • PHR, SPHR, SHRM-CP or SHRM-SCP 
  • 3+ years of experience in Human Resources, with an emphasis in Employee and Labor Relations

Special Conditions of Employment:

  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
