Brief Summary of Job Duties

Lieutenants work under the general direction of and report directly to, the Chief of Police. Lieutenants provide assistance to the Chief in the development and the administration/operations of department policy and procedure, recommending, hiring, termination, and other human resources and disciplinary actions, serving as public representatives of the department and the University, providing necessary command and control in the absence of the ranking supervisors or managers, ensuring department compliance with law, regulation and policy, and other administrative duties or projects as assigned. The Police Lieutenant may be called upon 24 hours a day to provide management for critical incidents including civil unrest, natural and man-made disasters, high-profile crimes or police actions, and other significant department operations. Lieutenants must be able to fulfill all the essential duties of a sworn peace officer and to perform the functional role of lower ranks as required. Lieutenants are occasionally expected to attend off-site training and to provide mutual aid to other agencies or locations, based on the needs of the department.

Required Qualifications

  • 3 years of non-probationary UCPD Police Sergeant or higher classification experience or 5 years of non-probationary Police Sergeant or higher classification experience with a non-UCPD law enforcement agency
  • CA POST Advanced and Supervisory certificates
  • High school graduate or equivalent certification required.
  • All qualifications must be met before the time of hire

Preferred Qualifications

  • Bachelors or Masters degree preferred. 
  • The ideal candidate will have demonstrated a detailed knowledge of modern police methods, practices, and techniques with particular emphasis on the university and urban environments
  • Skill in working as part of a diverse team
  • Motivating others to achieve department goals and objectives effectively
  • Ability to establish and maintain cooperative working relationships with department members, neighboring agencies, and in the campus community
  • Demonstrated ability to work with a strong commitment to the principles of Community Oriented Policing and public service
  • Exemplary organization skills to optimize efficiency
  • The ability to effectively communicate, orally and in writing, to all levels of the organization and a diverse campus community. 
  • They will be familiar with the UC Community Safety Plan and how it has been implemented at UCSB

Special Conditions of Employment

  • Sworn Police Officer as certified by the California Commission on Peace Officer Standards and Training (POST)
  • Applicants may be required to complete a written and physical exam, Law Enforcement and Community panel interviews, medical and psychological exams, a pre-employment drug test, and other procedures as necessary

Job Functions and Percentages of Time:

Management Responsibilities 40%

Provides continuity of administrative and command leadership in the absence of the Chief of Police.  Coordinates and manages the operation of several Police Department divisions/functions and special operations.  Makes recommendations concerning the hiring, disciplining, and terminating of employees of the department.  Plans, directs, and manages the goals and objectives of the Police Department.  Provides primary assistance in the formulation of policies, procedures, and protocols for the Police Department.  Reports violations of policies and procedures.  Acts as liaison with the Personnel, Labor Relations, and Affirmative Action Departments.  Manages media relations in the absence of, or at the direction of the Chief of Police. In coordination with the Chief of Police, participates in the liaison process with other University, community, and law enforcement groups, organizations, and agencies.  Provides direction to the Police Sergeants and other Department Managers/Supervisors.  Performs other duties as assigned by the Chief of Police.  Planning, directing, and management for special events.

Supervision 40%

Provides direct supervision to the managers/supervisors in charge of department divisions/functions.  Review division/unit performance evaluations and recommend corrective action and discipline to the Chief of Police to meet minimum standards/essential functions of various positions.  Adjusts work and duty hours/assignments in the absence of the Chief of Police.

Investigations 20%

Conducts sensitive internal investigations and sensitive administrative investigations as assigned by the Chief of Police.  The immediate relief or suspension from duty of any employee of the department when it is necessary to protect the welfare of the employee, the integrity of the department, or the safety of the campus community as provided for in these regulations and in accordance with applicable University Policies.
