JOB PURPOSE OR MISSION

Responsible for managing a portfolio of Healthy Place infrastructure projects within the Health District. This position coordinates all aspects of the planning and decision process to effectively develop and execute Healthy Place related projects that meet the Health District's needs, that are cost effective, and that inspire. This includes properly scoping projects, administering processes associated with procuring consultants/vendors in accordance with Uniform Guidance, serving as a partner point of contact, conducting public and stakeholder engagement, managing consultants, progress reporting, schedule tracking and financial management. The coordinator facilitates resource development opportunities, including supporting applications to potential funders, and ensuring that the programs and projects are compliant with the terms of existing contractual agreements with federal, state, city and other resource partners.

JOB FUNCTIONS

ESSENTIAL JOB FUNCTIONS include, but are not limited to:

1.    Manages the infrastructure initiatives for assigned BRHD activities.
PERFORMANCE STANDARDS:
•    Develops relationships with vendors, suppliers, members, and contractors/subcontractors. 
•    Works to ensure communication flow between internal and external project members. 
•    Ensures vendors, suppliers, and contractors/subcontractors follow all necessary construction process protocols and federal funding guidelines (i.e. UG, diversity, etc.)

 

2.    Oversees progress and satisfactory completion of projects. 
PERFORMANCE STANDARDS:
•    Acts as liaison between BRHD and contractors/external parties on all assigned projects to ensure the project stays on track and is completed in a timely manner. 
•    Manage scope, schedule, budget and deliverables for consultant contracts. 

 

3.    Manages federal grant requirements and reporting processes. 
PERFORMANCE STANDARDS:
•    Works with grant specialist and operations director to ensure accurate accounting procedures. 
•    Submits timely narrative and financial reports as required by federal grant guidelines.

 

4.    Serves as centralized project management oversight and tracking for BRHD Healthy Place projects. 
PERFORMANCE STANDARDS:
•    Works with external managers to estimate resources and timelines needed to achieve individual project goals; assists as a resource in the creation of project timelines, goals and budgets. 
•    Tracks project status, budget, milestones and deliverables on ongoing basis; acquires, creates and/or develops tools needed to meet tracking needs of diverse projects. 
•    In conjunction with management and project leads, proactively facilitates changes in project scope, identifies potential roadblocks, and works with management in development of contingency plans and triggers. 
•    Coordinate with internal and external stakeholders, the public, and elected officials on highly visible, controversial, and complex projects
•    Direct planning meetings to determine objectives, program plans, and project scopes
•    Coordinate the consultant selection process; prepare, and administer consultant agreements
•    Identify and pursue funding opportunities
•    Integrally support applicable procurement, permitting, and legislative approval process
•    Review and approve project invoices. Develop and ensure budgetary controls to effectively monitor progress and budget.
•    Specific initiatives this position will coordinate include, but are not limited to the BRHD REACH gateway enhancement initiative, and the planning of a regional health innovation campus.

 

5.    Serve as the organizational point of contact associated with disaster response
PERFORMANCE STANDARDS:
•    Support organizational and member health institution disaster response planning
•    Participate in regional and statewide disaster preparedness initiatives
•    Identify stakeholder disaster response needs and drive priority initiative implementation

 

6.    Completes all duties as assigned.

 

EXPERIENCE REQUIREMENTS
At least 2 years of professional experience in a project management capacity
Prior experience planning infrastructure projects for a public agency or in a dense urban area is preferred
Prior experience leading stakeholder/public engagement activities.

EDUCATIONAL REQUIRMENTS
Advanced degree (master's preferred) in Urban Planning, Civil Engineering, Landscape Architecture, Urban Forestry or a related field.

SPECIAL SKILL, LICENSE AND KNOWLEDGE REQUIREMENTS
Organized, detail-oriented and dependable.
Skilled at creating productive working relationships at all levels.
Able to effectively communicate with diverse stakeholders and work as part of a team.
Flexible and willing to lead or support a variety of projects and assignments.
Proficient in MS office.
Experience with grant implementation – especially related to infrastructure/public works; ensuring thorough documentation, facilitation and appropriate use.
Knowledge of project procurement processes, specification development & report writing.
Knowledge of the principles and practices of landscape architecture, urban design, urban forestry and natural resource management. 
Ability to make decisions recognizing established precedents, and to use resourcefulness, tact and courtesy in meeting new problems and dealing with the public and key stakeholders. 
Ability to express ideas clearly and concisely, orally and in writing.

HIPAA REQUIREMENTS:
Maintains knowledge of and adherence to all applicable HIPAA regulations appropriate to Job Position including but not limited to: Medical records without limitation both paper and electronic, employee health records, patient demographics, lab and radiology results, patient information related to surgery or appointment schedules, medical records related to quality data, patient financial information, patient billing 3rd party, patient related complaints, information related to patient location, and/or patients' religious beliefs.

SAFETY REQUIREMENTS:
Maintains knowledge of and adherence to all applicable safety practices appropriate to Job Position including but not limited to: Incident reporting, handling of wastes, sharps and linen, PPE, exposure control plans, hand washing, environment of care, patient identification, administers medications/blood products, receives orders for patients, validates patients for any procedure/surgery, transports, monitors or observes patients for procedures including infusion pumps, monitors clinical alarms, and collects blood samples.
