Position Summary  

Under the direction of the Director of Public Safety, the Access Control Manager is responsible for the supervision and operations of the campus lock shop and access control systems for the college. The position serves as the primary college administrator in regard to all access control and key issuing software and processes. The incumbent will create, maintain, and audit records of key assignments for all forms of physical access for college personnel and contractors including but not limited to physical keys, access codes, and proximity cards. The Access Control Manager assists in the development of campus wide training, policies, and procedures as it pertains to building access control.

This position supervises the Locksmith Supervisor and plans, assigns, and evaluates work performed relating to hardware, doors, building access control and security systems. The incumbent will work in conjunction with the Locksmith Supervisor in the construction, alteration, and repair of locking devices, digital locks, keying systems, and related buildings and facilities hardware and software. The incumbent will also work closely with the Campus Operations management and staff to coordinate, plan, and perform repairs and new installations of lock and lock systems. The incumbent is responsible for the oversight of making and issuing of physical keys, access codes, and proximity cards required for students, staff, faculty and other personnel in their use of, and access to college facilities. They are responsible for setting the master schedule for all electronic access-controlled spaces in accordance with the college schedule and needs.

The Access Control Manager acts as liaison between and works with contractors for specifics on keying for contract work performed on remodels and new construction. They develop and conduct preventative maintenance programs on buildings and facilities. They assist in the development of the departmental budget and order materials and maintain an adequate inventory of required materials to facilitate the college's access control systems.

Pay, Benefits & Work Schedule  

Position Salary Range: $67,669/year - $94,737/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hires start no higher than $74,436/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position may be eligible for the overtime provisions of the Fair Labor Standards Act; salaries below the WA State Salary Threshold is eligible for overtime pay.

About the Department  

The Bellevue College (BC) Public Safety Department's well-trained and courteous staff provides personal safety, security, crime prevention, preliminary investigations, and other services to the campus community, 24 hours a day, 7 days a week. The Public Safety staff provide non-violent crisis intervention during incidents or confrontational situations. All Public Safety staff are trained in basic CPR and emergency response for major incidents (e.g., Weather Conditions, Earthquake, Medical Emergency, Power Failure, Fire, Evacuation Procedures, Acts of Violence, Hazardous Substances, Bomb Threats, Weapons Use or Threats). The BC Public Safety Department acts as the first responder for all criminal incidents, provides general patrol of campus facilities and property, investigates collisions, manages traffic safety and parking, coordinates emergency preparedness planning, and provides crime prevention programs. The department responds to all reports of fire and/or medical aid, working in support of the Bellevue Fire Department.

 

Essential Functions  

Administrative Direction and Supervision

  • Develop policies, procedures, and practices for campus access control and lock and key systems.
  • Assist in developing the annual locksmith budget.
  • Supervise the Locksmith Supervisor and lock shop activities.
  • Recruit, train, evaluate, and manage lock shop staff.  
  • Develop and conduct training and safety briefings for all aspects relating to the operation of the lock shop.
  • Read plans, blueprints, data sheets, specifications, and user manuals to create scope and needs of individual projects and work activities.  
  • Establish relationships with vendors and place direct orders for materials and parts as required.
  • Assist in the design and specification of new and remodel construction projects to ensure alignment with standard campus specifications and principles.
  • Assign and track departmental work orders and ensure timely project completion.
  • Assist in the inspection of existing buildings for future project planning and inspection of new buildings / remodels via the creation of punch lists to ensure the quality and completion of access control and lock shop related construction activities.
  • Interact and communicate effectively; as required, with other campus departments in support of activities where access control is required; including custodial services, grounds, capital projects, public safety, events, athletics, child care center, and student housing, etc.

Access Control

  • Serve as the system administrator for all electronic access control system programming including changes to electronic access software to modify passwords and access.
  • Utilize a number of electronic tools such as a computer, handheld device, or other equipment necessary to ensure door locks are programed and functioning properly.
  • Schedule all programmable access control doors in accordance with the college's scheduled business needs.
  • Make available access cards, access codes, and keys to faculty, staff, and vendors.
  • Assist faculty and staff by responding to questions and complaints for resolutions and problems related to access control.
  • Issue alarm codes to faculty and staff for burglar panels.

Records Management

  • Responsible for ordering, invoicing, budgeting, and maintaining inventory of all materials and products required for the department function.
  • Collect, create, and update access control and lock shop system information and product data, inclusive of drawings, data sheets, specifications and user manuals.
  • Maintain a secure environment, comply with regulations, and organize important data and information using filing system, maintaining records, developing and producing reports as requested.
  • Write, maintain, and make available various access control reports as needed.

Installations & Repairs

  • Determine work priorities and assign tasks based on priority.
  • Develop, assign and assist in preventive maintenance plans for campus building lock systems.
  • Work closely with Campus Operations management and staff to coordinate, plan, and check for completion of repairs and new installations of lock and lock systems.
  • Provide direct support to the Locksmith Supervisor with the installation and repairs of campus building lock systems.
  • Ensure work performed by designers, contractors, and sub-contractors is completed in accordance with design and college standards and code requirements.
  • Follow safety rules and regulations in the performance of daily work duties.

Other

  • Perform other duties as assigned.
Minimum Qualifications  
  • Completion of ninety (90) credits of college-level, trade or vocational education. Relevant experience may substitute for the college level course work or training.
  • Minimum Two (2) years of supervisory experience in security, access control or related field.
  • Knowledge of locksmith techniques and equipment; computer hardware and software operation.
  • Demonstrated ability to maintain and uphold confidentiality.
  • Ability to multi-task and manage workload.
  • Ability to provide customer service to students, staff and faculty of various ages and backgrounds
  • Effective communication and a demonstrated ability to lead others and manage department resources.
  • Proficiency in Microsoft Outlook, Excel and Word
  • Effective verbal and written communication skills.
  • Ability to perform tasks requiring bending, stooping, standing, kneeling, walking.

Position Specific Requirements

  • Must pass a background check.
  • Must have a valid Washington State Driver's License, no disqualifying violations, and two (2) years driving experience.
  • Obtain a valid CPR, AED, and First Aid Certification, or ability to obtain within 6 months of hire.
Preferred Qualifications  

Three (3) years' full-time experience as a journey locksmith, or equivalent trades skill, including one-year full-time experience as a locksmith lead, or equivalent.
Three (3) years of experience developing, reviewing, evaluating, implementing, or auditing access control policies and procedures.
Three (3) years of experience ordering, tracking, and inventorying products utilizing database software.
Three (3) years of experience reading drawings, data sheets, specifications and user manuals related to access control.
Three (3) years of experience working in a collective bargaining environment and/or unionized workforce.
Three (3) years of experience working for an institution of higher education.
