Position Summary  

The Early Learning Center (ELC) Program Manager is a classified position that provides coordination, analysis, advising and assistance to management in the operations of the ELC. The position performs detailed fiscal work in support of managing and providing reporting for funds, grants, and budget management for the Center.

The Program Manager provides front office coordination assisting families with questions and support. The position coordinates enrollment managing the waiting list for Early Learning Center and scheduling and coordinating family orientations. This position reports directly to the ELC Director.

Pay, Benefits & Work Schedule  

Position Salary Range: $55,248/year - 74,340/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

Essential Functions  

Financial Compliance and Record Management:

  • Review and consolidate receipts, cashiering deposits and other fiscal documentation to ensure accountability of fund.
  • Maintain purchasing and revenue records and resolves problems.
  • Review and verify fiscal reports and information for accuracy.
  • Investigate and correct errors to ensure compliance with established procedures and policies.
  • Maintain accurate accounts and records; authorize and enter fiscal transactions and family information.

Financial Documentation and Reporting:

  • Prepare, audit, verify and process documents such as vouchers, purchase orders, invoices, receipts, and bank deposit verifications.
  • Compile and prepare periodic fiscal statement and reports.
  • Prepare monthly billing and receivable reports.

Fiscal Operations:

  • Use guidelines and independent judgment, perform the following fiscal tasks; process receipts; account set-up & adjustment; tuition billing & monitoring.
  • Maintenance of center records; balancing and reconciling accounts; prepares center deposits.
  • Order supplies for Early Learning Center.

Coordinate Food Program:

  • Work with Cook and student workers in food program to ensure supplies, menu, and food program to meet Child and Adult Care Food Program (CACFP) and program standards.

Customer Service:

  • Assist Early Learning Center families and potential families by answering inquires and providing appropriate information as requested through phone conversations and in person.
  • Assist families with billing and support questions.

Oversee Center Enrollment:

  • Review the waitlist, call families, set up tours and orientations.
  • Maintain and manage waitlist and enrollment assuring center has full enrollment.

Other:

  • Perform other duties as assigned.
Minimum Qualifications  
  • Bachelor's degree in a related field or program. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis.
  • Completion of 15 quarter hours or 10 semester hours of college level accounting or bookkeeping.
  • Minimum One (1) year of full-time experience handling financial matters, including using account-related software.
  • Demonstrated abilities in effective customer service, organizational skills and time management.
  • Proven ability to work independently and adeptly navigate through periods of change and disruption.
  • Experience working in a collaborative team environment with diverse employees and student/customer groups
  • Proficiency in Microsoft Office (Word, Excel, and Outlook).
Preferred Qualifications  
  • Two (2) years of professional experience in the field of program management, funds management, contract administration, management analysis; or four (4) years of responsible supervisory and/or administrative experience in a related field.
