JOB PURPOSE

The Deputy Director of State Finance provides leadership on all finance matters for the State. This position oversees multi-company budgeting, accounting, and financial planning analysis. In this capacity, the DDSF will provide analytical review and support in all areas relating to financial management, reporting, budgeting, and forecasting. The DDSF will also oversee governing board finance deliverables and associated processes while managing staff. The DDSF will attend Board meetings, in-person, to present financial information as required. The position reports to and provides support for the DSF or designee.

  ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Supports the State Team in providing relevant, timely, and accurate reporting & analysis.
  • Plans and carries out budget procedures for multiple business units including monthly monitoring of departmental expenditures and revenues; communicates monitoring status to management; assists business units and departments in the preparation of business unit and department budgets; reviews and makes recommendations on business unit and departmental budget proposals; assists in the development of multi-year forecast estimates for business unit and department expenditures and revenues; reviews business unit and department performance measures.
  • Travels within the designated state as required.
  • Supports the management of timeline on Board deliverables.
  • Conducts or ensures the conducting of quality checks on Board outputs.
  • Develops and maintains budget monitoring models and coordinates production of the formal monitoring report (i.e., review of dashboard reporting).
  • Assists department(s) in preparing proposals and contracts, agenda items, and supporting information; explains policies and procedures; and gives advice on management issues.
  • Assists with special studies that require data compilation; analyzes and interprets information in oral and written presentations.
  • Assists in the fiscal evaluation of proposed legislation.
  • Assists in managing the daily responsibilities for financial analysts and accountants as required.
  • Reviews and analyzes monthly/quarterly financial reports.
  • Assists in preparation and review of presentation materials for monthly/quarterly management and Board of Directors' meetings.
  • Works with state and national stakeholders to assist in budget preparation.
  • Conducts or ensures the conducting of Ad hoc reporting.
  • Supplies strategic thought leadership with regards to finance process improvements.
  • Assists in consolidating and evaluating annual budgets and monthly forecasts.

JOB REQUIREMENTS
  • Bachelor's degree or higher; preferred degrees include Business Administration, Finance, and/or Accounting.
  • 10+ years of professional experience in financial analysis, budgeting or accounting or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • In-depth knowledge of budgeting, forecasting, and Knowledge of the principles and practices of business organization and management.
  • Able to travel to state team region regularly/as required.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), visual presentations.
  • Has extensive experience with databases and spreadsheet programs and use of financial or accounting information systems.
  • Preferred Certified Public Accountant (CPA), Master of Business Administration (MBA), or other advanced education or certification.
  WORK ENVIRONMENT

While performing the responsibilities of this position, the work environment characteristics listed below are representative of the environment the employee will encounter:

  • Travel required within or outside of the State.
  • Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.

 

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with CSUSA salary and benefit policy. Length of the work year and hours of employment shall be those established by Charter Schools USA.

 

FLSA OVERTIME CATEGORY

Job is exempt from the minimum wage and overtime provisions of the Fair Labor Standards Act.

 

EVALUATION

Performance will be evaluated in accordance with Charter Schools USA's policy.
