Description

The Parks and Roads Services (PARS) Branch is a vital part of providing services to Edmonton residents, always keeping a close eye on delivery and service quality. In this job, you'll analyse operational activities and their costs, review past data to spot trends, and develop business cases. Understanding the services we offer is key to accurately calculating operational costs for different services. 

Your work will be crucial for building budgets, completing cost-benefit analysis, and supporting Council reports. You'll also help create guidelines to standardise processes across the branch, aligning with Council priorities and department plans. Working with teams, you'll develop and report on performance measures (PARS KPIs) and identify and mitigate risks. Communication, collaboration, and negotiation skills are essential for engaging stakeholders and implementing corporate frameworks effectively.

Some key responsibilities will include

  • Collaborate with department stakeholders to identify and prioritise annual projects/initiatives to advance strategy and key priorities
  • Collaborate with the business areas to understand business requirements and challenges
  • Conduct research and environmental scanning activities to identify best practices
  • Identify various activities associated with day-to-day operations
  • Identify the associated costs for each of these activities based on the LEMO model (Labour, Equipment, Materials and others)
  • Determine calculations to identify the total cost of operations based on service levels
  • Validate assumptions and calculations with the business areas
  • Understanding the budget assumptions, the actuals and what's causing the variances between the them
  • Collaborate with business areas to assess needs, identify areas of concern and incorporate solutions that involve the development and implementation of new procedures and processes 
  • Perform ad-hoc analysis and forecasts for the management team. As well as regular reporting on service accomplishments (weekly, monthly, yearly)
  • Support identification and reporting of key performance measures for various sections within the branch 
  • Support development of branch action plans, annual service plans, enterprise risk management, SOBA/SCBA and Budget process
