We currently have a vacancy for a Sr. Talent Acquisition Manager (TAM).   The Sr. Talent Acquisition Manager (TAM) reports directly to FSA's VP Chief Administrative Officer (CAO) and is responsible for evolving agile and proactive talent acquisition partnerships and strategies that deliver a first-class candidate experience tailored to attract and retain a diverse, well qualified workforce aligned to FSA's culture of service in support of law enforcement and national security. Essential job functions include but are not limited to:

  • Partners with business leaders, hiring managers, and Human Capital to establish business needs.
  • Establishes the application, evaluation, and screening process requirements for candidates to ensure the selection and retention of a diverse, well qualified workforce aligned to FSA's culture of service in support of law enforcement and national security.
  • Oversees the end-to-end talent acquisition process to ensure FSA has a consistently positive experience for candidates, hiring managers, and our overall TA team, while ensuring compliance with all contractual, Department of Labor (DOL), Equal Employment Opportunity Commission (EEOC), Office of Federal Contract Compliance Programs (OFCCP), and any other applicable Federal, State, local regulations. Reviews and approves requisitions and offer letters ensuring accuracy and relevance of all position characteristics.
  • Designs and implements actionable talent acquisition strategies and programs, to include proactive hiring plans and innovative outreach and sourcing activities, that minimize requisition aging/rework, and deliver a robust pipeline of diverse talent to support current and future needs. Collaborates with the TA team to build an extensive resource network and ensure FSA's talent acquisition technology platform and other tools are appropriately leveraged.
  • Promotes FSA's brand throughout the recruitment process and collaborates on branding initiatives. Collaborates with cross-functional teams to define and design TA materials, including job ads, candidate communications, benefits brochures, etc.
  • Defines, tracks, and analyzes talent acquisition success metrics and trends to determine and report on the status of the talent pipeline, prioritize recruiter area focus, improve performance, and anticipate future needs.
  • Ensures FSA capitalizes on the capabilities of its talent acquisition technology platform and other tools to manage workflow, streamline processes, and improve experiences.
  • Manages the TA budget and vendor relationships and makes recommendations via a business case on additional investments required to meet recruitment objectives. Evaluates opportunities to outsource efforts, reviewing cost benefit analysis and alignment with available budget. Measures the ROI of talent acquisition programs and activities.
  • Plays an important role in planning for future workforce capabilities and outcomes by participating in job analyses and the development of job descriptions. Identifies the need for candidate testing and drives the development and implementation of appropriate tests.
  • Supports Business Development and Contracts activities through the delivery of talent supply-and-demand data, job description/labor category recommendations, proposal inputs such as TA proof points, and the sourcing of candidate pipelines that match potential contract awards.
  • Encourages and elevates a team of 5-7 geographically dispersed recruiters, fostering a collaborative high-performance culture that drives a best-in-class candidate experience through a connected and transparent recruiting approach. Sets clear expectations, provides regular feedback, and facilitates ongoing professional development to ensure career and recruitment goals are met.
  • Leads and advances company-wide training and mentoring programs to improve screening, interview, and selection practices with the goal of promoting compliance, avoiding repeat recruitments, and enhancing retention.
  • Recruits for critical and key personnel.


Requirements

Minimum Education Requirements

  • Bachelor's degree in Human Resources (HR), Business, or a related field.

Skills/Qualifications Required:

  • 10 years' progressive experience in Recruiting/TA field. Four additional years of relevant experience may be substituted for a degree.
  • Five years' managing and mentoring a team of talent acquisition professionals.
  • Experience recruiting candidates with a Top-Secret clearance.
  • Experience in government contracting and with the Service Contract Act.
  • Experience in a multi-state environment.
  • Demonstrated success in developing and implementing effective TA and sourcing strategies, and a successful track record meeting key performance metrics in a high-volume, high-pressure environment.
  • Strong organizational skills and the ability to manage multiple priorities and exhibit excellent follow-up in a fast-paced environment.
  • Excellent oral and written communication skills with the ability to facilitate presentations in front of an audience.
  • Ability and confidence to respond to unexpected challenges, identify and analyze issues, make decisions, and initiate actions/solutions to complex problems while maintaining a professional demeanor.
  • In depth knowledge of DOL, EEOC, and OFCCP regulations.
  • Experience with optimizing the capabilities of talent acquisition technology platforms and other tools. Experience with ADP Recruiting Management preferred.
  • Proficiency with Microsoft Office Suite. Advanced proficiency preferred.

Preferred Skills/Qualifications:

  • AIRS or other HR certification.
  • Hands-on experience with platforms such as ClearanceJobs, Indeed, and LinkedIn Recruiter.

Other Requirements:

  • Occasional local and long-distance travel may be required.
