Job Summary This position will support the category management regarding the identification, development, and execution of the sourcing and procurement process. Key areas of support for PSS will include needs analysis, helping to document sourcing and negotiation options. Additional focus includes cost reduction strategies and overall support and research of category strategies, supplier risk mitigation, and management. This position will assist in in leveraging market research and supporting efforts around total cost analyses to support decision making PSS Category Manager decision making.

This position is expected to play a supporting role in a high-performing procurement team in a highly matrixed, fast-paced environment. This position will perform support duties associated with category management, market intelligence, RFX creation and contracting and commercial redlining.

This position is expected to excel in a high-performing procurement team in a highly matrixed, fast-paced environment, responsible for providing thought leadership and oversight on complex categories of spend. This position will perform duties associated with category management including category definition, market intelligence, and development of supplier roadmaps and negotiation strategies. Fosters partnerships with suppliers and critical business stakeholders. This position will also be responsible for escalations pertaining to the facilitation of requirements, and contract drafting and negotiations.
  • Serves in a support function to the design and implementation of strategic sourcing activities by partnering with internal users to define requirements and conducting external market analysis, assessing risk, gathering intelligence on fundamental conditions and technical information that affects the product/service.
  • Interviews key internal stakeholders/buyers/owners, up through the Director level, to define specifications and requirements.
  • Supports the RFP process including (the bid process, negotiation process, analyzing supplier responses etc).
  • Supports the negotiation process by analyzing and assessing supplier responses. Makes recommendations on supplier negotiation strategies.
  • Serves as a support function in the contract and award process, negotiating the contract to completion with all applicable and necessary terms.
  • Prepares reports, performs analysis and tracks benchmarking of category spend.
  • Serves as a lead to collect and analyze data from disparate sources, draws conclusions, and makes recommendations to management on aspects of the sourcing strategy process.
  • Independently gathers and synthesized third party (secondary) research.
  • Capable of researching fact-based inquiries during the sourcing strategy development process.
  • Contributes recommendations to sourcing strategy development.
  • Creates and maintains category spending and pricing databases.
  • Reviews contracts, pricing, purchase orders, and service levels agreements.
  • Performs value analysis and total cost of ownership analytical activities.
  • Develops, scores portions, and assesses responses from RFPs.
  • Gathers performance parameters for suppliers and works with internal customers to document information.
  • Communicates and interact effectively and professionally with co-workers, management, customers, etc.
  • Maintains communication with management regarding development within areas of assigned responsibilities and perform special projects as required or requested.
  • Manages the review and approval of contracts in accordance with Execution of Instruments Policy and other corporate policies.

Required Job Qualifications: 

  • Bachelor's Degree or equivalent experience.
  • .
  • Experience with conducting wide-ranging research.
  • Analytical skills to support and enhance procurement strategy and goals.
  • Ability to function in ambiguous and/or time-sensitive situations.
  • Interpersonal, verbal and written communication skills.
  • Knowledge and skills to participate and be effective in contract negotiations with industry suppliers.
  • Strong multitasking capabilities.
  • Experience developing presentations and presenting to management and other internal groups.
  • PC proficiency to include Word, Excel, PowerPoint.

Preferred Job Qualifications:

  • 2 years of experience in an indirect procurement, supply chain, or financial environment.
  • Knowledge of HCSC organization.
  • Knowledge of Insurance industry
