Kelly Government Solutions is a strategic supplier and business partner to the federal government and its key suppliers. We are seeking a Biomedical Research Program Advisor to support the Scalable Solutions division and funding initiatives for ARPA-H. The contractor for this position will provide critical administrative support and subject matter expertise to drive the commercialization of advanced health projects. Please Note: This position is contingent upon contract award. 

 

ARPA-H plays a pivotal role in identifying and funding groundbreaking biomedical and health projects that exceed the scope of traditional research efforts and commercial activities. The ARPA-H Scalable Solutions Office (SSO) mission office expands what is technically possible by utilizing an interdisciplinary approach and collaborative networks.  Challenges related to geography, manufacturing processes, distribution, and equitable access of health care solutions leads to disparities in health outcomes.  The office seeks solutions to improve the scalability, accessibility, and affordability of health care solutions, bridge gaps in underserved areas and populations, and develop location-specific interventions, telemedicine solutions, and mobile health clinics. 

 

This is a remote position and is either full-time or part-time (20 hours/week) 

 

TASKS/SERVICES. The contractor shall:? 
 

  • Assist in technology commercialization, including planning and market analysis.  

  • Provide expert input to ARPA-H Program Managers for new program ideas, technologies, and strategic plans. 

  • Conduct quantitative analyses, manage advisory panels, and assist in technology transition. 

  • Offer recommendations to mitigate technical risk and provide expert feedback on research proposals. 

  • Track technical progress, prepare management briefings, and assist in the budget process. 

  • Develop presentation material for senior stakeholders and assist with testing and demonstrations. 

  • Support human and animal subjects research activities and ensure compliance with policies. 

  • Promote ARPA-H, engage internationally, support data analytics, and ensure program evaluation and reporting compliance. 

  • Facilitate the development of new start briefings and assist new Program Managers. 

  • Support the development of a risk management strategy and ensure compliance with HHS policies during testing and demonstrations. 

 

 

REQUIREMENTS. The contractor must have:? 

  • Ph.D. or Master's degree in Bioengineering/Biomedical Engineering or related scientific field. 

  • Minimum of 8 years of experience acting in a technical role in a relevant field of research; Experience with gene therapy, drug delivery, cellular/molecular biology, mechanical/bioengineering is highly desirable. 

  • Strong understanding of the “ARPA Model” used by ARPA-H and DARPA to manage transformative federal research programs. 

  • Demonstrated ability to conduct independent research, analyze data, and write scientific reports. 

  • Excellent communication and collaboration skills. 

  • Ability to work independently and as part of a team. 

  • Strong work ethic and a passion for scientific discovery. 

  • US Citizenship and/or lawful permanent residency is required
