Human Resources Manager
Location: Rosharon, TX
Salary: $100,000-120,000 annually

Key Responsibilities:
Strategic Leadership & Compliance
- Lead and manage the HR and Payroll departments in alignment with organizational goals, customer requirements, and union contracts.
- Serve as the company's primary advisor on HR policy, workforce planning, labor relations, and employee engagement.
- Develop and maintain HR policies and processes that support Environmental, Social, and Governance (ESG) reporting and compliance to meet customer requirements.
- Ensure full compliance with all applicable federal, state, and local employment laws, as well as collective bargaining agreements (CBAs).
Payroll & Union Administration
- Oversee weekly payroll processing in compliance with prevailing wage, job costing, and union requirements.
- Supervise payroll team and ensure timely, accurate union fringe benefit payments and reporting per CBA requirements.
- Reconcile payroll discrepancies, make necessary corrections, and maintain audit-ready records.
- Ensure all required union reports, dues submissions, and benefit contributions are accurate and submitted on time.
- Prepare and review certified payroll reports and support project compliance requirements as needed.
HR Operations & Systems
- Administer all employee lifecycle activities: recruiting, hiring, onboarding, terminations, and offboarding.
- Maintain accurate and compliant personnel files, HRIS records, and confidential documentation.
- Administer company and union-sponsored benefits programs, including health, retirement, and leave policies.
- Leverage ADP Workforce Now for payroll, onboarding, time tracking, and reporting; drive system improvements and employee adoption.
- Use advanced Excel functions (e.g., VLOOKUP, pivot tables, CONCATENATE, TRIM, etc.) for data analysis, reporting, and reconciliation.
Performance, Development & Human Performance
- Implement and manage the performance management process, including goal setting, coaching, reviews, and development planning.
- Develop and deliver training programs to support compliance, leadership development, and field performance improvement.
- Promote and apply Human Performance or Human and Organizational Performance principles to foster a learning culture and reduce operational errors.
- Support field leadership and operations in driving engagement, safety behavior, and performance feedback practices.
Process Improvement & Metrics
- Identify and lead process improvements in HR, payroll, and compliance workflows to increase efficiency and reduce risk.
- Track and analyze key HR metrics such as turnover, headcount, training hours, and time-to-fill to inform decision-making.
- Partner cross-functionally with Finance, Operations, and Safety to streamline data sharing and reporting processes.
Required Qualifications:
- 15+ years of progressive HR and payroll experience, with at least 5 years in a leadership capacity.
- Proven experience managing union payroll, fringe benefits, and collective bargaining agreements.
- Hands-on experience with ADP Workforce Now, including onboarding, payroll, and reporting tools.
- Advanced Excel proficiency, including use of VLOOKUP, pivot tables, and data functions.
- Strong knowledge of job costing, per diem, and prevailing wage structures.
- Excellent written and verbal communication skills.
- Demonstrated problem-solving ability and decision-making confidence.
- Ability to build relationships at all levels and influence change across departments.
Preferred Qualifications:
- PHR, SPHR, or SHRM certification.
- Experience working in unionized construction, utilities, or industrial services.
- Familiarity with ESG compliance/reporting in a contractor or subcontractor environment.
- Exposure to Human Performance (HP/HOP) systems or behavioral safety models.
- Experience designing and delivering training programs in field-based organizations.
