Physical Security Specialist

Kelly Government Solutions is hiring for a physical security specialist on a federal government contract with our customer in East Hartford, CT.  This is a contract to hire opportunity.

Job Overview:
The Physical Security Specialist will be primarily designated as a Construction Surveillance Technician (CST). This individual is responsible for ensuring the security and compliance of facilities through expertise in core compliance regulations, facility maintenance, and new construction. This role involves coordinating with government authorities, managing vendors and contractors, overseeing security system installation, and supporting facility accreditation and construction projects. The ideal candidate will have extensive knowledge of physical security standards to include but not limited to ICD 705, 32 CFR Part 117, UL 2050 & 681, construction processes, and technical security systems, with a focus on delivering high-quality, compliant, and secure environments.

Duties & Responsibilities:

  • Performing audit, analysis, and interpretation of construction drawings and specifications to identify security vulnerabilities (technical, physical) and associated threats to vulnerabilities associated with Intelligence Community Directive 705 (ICD 705)
  • Applying knowledge of all 16 standard construction divisions and security requirements and standards with technical threats posed by foreign intelligence services to mitigate threats to satisfaction of US Government. Each construction method (major and minor, multiple person teams to single persons) introduces opportunities to technical threat
  • Documentation of all technical standards necessary for SCIF accreditation

Core Compliance Regulation:
  • Develop and maintain room drawings, and UL certificates to meet facility security requirements
  • Liaise with Government Authorizing Officials (AOs) to ensure compliance and approvals
  • Assist in investigations related to security incidents or breaches
  • Facilitate integration of General Security Services (GSS) with facility operations.
  • Monitor and manage facility maintenance schedules to ensure compliance and operational efficiency

Facility Maintenance & New Construction:
  • Provide construction expertise across all 16 divisions of construction for facility maintenance and new project builds
  • Update security requirements for ongoing and new construction projects
  • Participate in meetings and bid walks to support project planning and execution
  • Manage the project lifecycle, including issuing Security Statements of Work (SOWs), cost and budget management, and vendor coordination
  • Oversee contractor performance, providing quality assurance and ensuring adherence to security standards
  • Serve as a Construction Surveillance Technician (CST) during construction projects to monitor security compliance

UL & Technical Security System Services:
  • Assist Physical Security Manager with installations of Lenel OnGuard systems for access control and security management
  • Coordinate security system maintenance and locksmith services, including lock maintenance and contract oversight
  • Provide support for UL audits to ensure compliance with UL standards

Basic Qualifications:
  • Bachelor's degree in security management, construction management, project management, engineering, or a related field (or equivalent experience)
  • Five (5) + years of experience in physical security, facility compliance, project management, or construction management
  • In-depth knowledge of facility accreditation processes
  • Expertise in the 16 divisions of construction and experience serving as a Construction Surveillance Technician (CST)
  • Proficiency in Lenel OnGuard administration and IDS/ACS hardware management
  • Strong project management skills, including budget, scope development and oversight, schedule awareness, and vendor management
  • Excellent communication and coordination skills related to working with government officials, contractors, and internal teams
  • Ability to develop and implement security policies, procedures, and training programs
  • Familiarity with government regulations and standards (e.g., Tempest, FFC, UL certifications)


Preferred Qualifications:
  • Physical Security Professional (PSP) or equivalent
  • UL Certification for Alarm Systems or equivalent
  • Lenel OnGuard certification
  • Construction Surveillance Technician (CST) certification
  • Certification of RF testing and UL standards
  • Experience in guard force training (contracted and proprietary)
