Job Summary

The Supply Chain Proposal Manager plays an essential role in shaping and implementing supply chain strategies to support new business proposals. This dynamic position involves working closely with various internal teams to create robust solutions that meet customer requirements and comply with industry standards. The Manager leads the supply chain proposal efforts, overseeing timelines, deliverables, and comprehensive submissions through management of the Material Estimating organization. A key aspect of the role is identifying the right supplier partnerships to enhance the company's competitive advantage while ensuring adherence to policies and continuous monitoring of performance metrics.

Job Responsibilities
  • Partner with Business Development and the Proposal Center of Excellence in developing robust supply chain strategies in support of all new business pursuits
  • Coordinate with cross-functional teams including Engineering, Quality, Procurement, Category Management and Material Planning to develop and manage supply chain solutions, risks, and long-term initiatives to positively impact win strategies
  • Assess customer RFPs to develop responsive and compliant supply chain proposal inputs
  • Work with Category Management and the EOIS Supply Chain Leadership team in identifying opportunities for long term strategic supplier partnerships
  • Manage the EOIS Material Estimating team, who are directly responsible for the supply chain inputs for all EOIS proposals, including BOE development as well as pre and post award audit support
  • Oversee the preparation and submission of comprehensive supply chain proposals
  • Ensure supply chain proposals are compliant with DRS legal, financial, and cost estimating standards
  • Manage supply chain proposal timelines, deliverables, and approvals from concept to submission
  • Enforce company and department policies and procedures
  • Develop and monitor Material Estimating metrics and take action as appropriate
  • Support, communicate and defend the mission, values and culture of the company
Qualifications
  • Bachelor's degree in supply chain management, business, engineering or equivalent experience; Master's degree a plus
  • A minimum of 5 years demonstrated experience in high technology, aerospace or defense or equivalent experience
  • Experience developing supply chain strategies as it pertains to new pursuits, inclusive of source selection
  • Strong working knowledge of finance, contracting, export regulations, engineering, logistics, manufacturing and DoD, ITAR, FAR, DFAR regulations
  • In depth understanding of procurement principles, contract management, and supply chain management
  • Demonstrated management skills, particularly “influence management” and “conflict resolution”
  • Demonstrated problem-solving skills
  • Demonstrated success in managing manpower planning, program reviews, scheduling and budget control
  • Must be able to work in a fast-paced environment with strict deadlines
  • Must have a successful track record in managing complex aerospace/defense supply chain activities
  • Must have excellent oral and written communication skills

U.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.
