General Summary of Position
Direct an organizational wide Environmental Health & Safety Management Program. The Environmental Health & Safety Management Program includes Environment of Care and Environmental and Industrial Hygiene Management Programs. The Environment of Care Management Program oversight includes Safety, Life Safety/Fire Prevention, Hazardous Substances/Waste, Security, Medical Equipment and Utilities Management Programs. Track, trend and maintain and communicate organizational information in accordance with organizational needs and agency requirements. Direct the continuous process of information, collection, evaluation, improvement recommendation and monitoring of effectiveness. Represent the organization's Environment of Care/Safety/Environmental interests to external entities including, but not limited to, Occupational Safety & Health Administration (OSHA), The Joint Commission, Environmental Protection Agency (EPA) and DC Department of Health (DCDOH), as appropriate.


Primary Duties and Responsibilities

  • Direct, Environmental Health & Safety Management Program in accordance with organizational needs and agency requirements. Research and use consensus guidelines, to minimize or eliminate potential risk factors for all personnel and the facility, to prevent potential losses as deemed appropriate.
  • Coordinate with all levels of the organization to ensure program effectiveness.
  • Researches, drafts, submits for review and approval policies, procedures applicable to Environmental Health & Safety functions including but not limited to Safety, Security, Life Safety/Fire Prevention, Hazardous Substances, Medical Equipment and Utilities Management Programs.
  • Maintains organizational Safety Policy and Procedure Manual current and available for use at all times. Implements organizational Environmental Health & Safety Management Program policy provisions. Ensure policies are current and ready for review upon request.
  • Collaborates with affected departments to establish and maintain current, department specific safety policies and procedures, in accordance with department specific needs and agency requirements. Conduct Systems Analysis to reveal and identify patterns, trends potentially resulting in compensable incidents/events or losses involving patients/visitors and or the facility, as applicable.
  • Coordinate with administration, the selection and management of consultant services, as deemed appropriate. Provide technical support to department leadership to establish effective department specific program initiatives in accordance with organization wide Environmental Health and Safety Program elements.
  • Provide summary effectiveness reports detailing personnel/facility incidents/occurrences, program accomplishments, environmental, medical equipment and utilities activity and submit to Safety Administrative Council, Quality Improvement Committee and other forums for review and approval, as appropriate. Coordinates incident/occurrence investigations for worker injuries, facility mishaps, clinical/medical equipment and utility system failures. Provide written summary reports, as appropriate including synopsis, sequence of events, conclusion, recommendations and associated costs, as applicable.
  • Establish an organizational Information, Collection, Evaluation System (ICES) Establish a department specific Organizational Chart, Committee Charters as applicable, defining all elements, roles and responsibilities necessary to ensure effectiveness of the Information, Collection, Evaluation System.
  • Provide ICES Summary Reports, to all levels of the organization to ensure Environmental Health & Safety Management Program effectiveness. Ensure organizational ICES reports include internal and external comparison data, as appropriate.
  • Provide affected personnel with education and Training regarding recognition and reporting of unanticipated outcomes ensuring ICES effectiveness. Provide technical and/or administrative support to Safety Administrative Council and organizational Emergency Preparedness Committee.
  • Coordinate as necessary with vendors such as Construction Owners Representative, Facilities and Environmental Services to ensure the facility and organizational personnel, patients and visitors are not placed at undue risk and compliance with agency, safety, environmental standards and regulations are maintained as applicable. Coordinates as necessary to ensure construction related activities are performed to minimize undue risk as personnel, patients, visitors and the facility. In addition, construction activities are performed in accordance with applicable agency requirements.
  • Coordinates and collaborates with facilities to maintain the organizational Statement of Conditions and Interim Life Safety Measures as appropriate and in accordance with agency/accreditation requirements. Reviews architectural and engineering drawings for building construction and alterations to ensure fire protection systems are not compromised. Recommend modifications necessary to ensure compliance with agency requirements and methods for minimizing undue risks to building occupants and the facility.
  • Coordinate organizational Hazard Surveillance Management Program including Construction Sites in accordance with agency requirements. Provide reports regarding findings and submit to organizational Safety Administrative Council and affected departments for follow-up and remediation as applicable. Monitor effectiveness and modify as appropriate. Assures cost effective operations by careful budget preparation, expense monitoring and adherence to budget.
  • Assists in operational budget development and administration for assigned areas.
  • Assures appropriate staffing levels are maintained. Manage on-site agency assessments and coordinate organizational response, as appropriate including but not limited to, OSHA, EPA, EOC components, The Joint Commission and DC-DOH.
  • Establish personnel education and training programs designed to reduce personnel, facility risk factors contributing to potential losses. Identify and implement control measures designed to eliminate or modify physical conditions, operating practices or any other factors potentially contributing to traumatic injury - persons or damage to property. Monitor and modify as applicable to ensure organizational needs and agency requirements are successfully achieved. Support Risk Management, Quality Improvement Management and Employee Health Management Programs.
  • Collaborates appropriate to Risk Management, Medical Legal, Quality Improvement Programs to identify patterns/processes resulting in compensable events. Coordinate as necessary to enhance control measures preventing recurrence. Support Occupational/Employee Health function activity to ensure effectiveness of organizational Environment of Care - Worker Safety Program in accordance with the Occupational Safety Health Administration requirements and other applicable agencies as appropriate. Monitor and modify as necessary to ensure effectiveness.
  • Serves as organizational Safety Committee Vice Chair and Environment of Care committee chair or co chair. Abides by all applicable organizational policies, procedures and guidelines. Ensures actionable items are resolved in a timely fashion or moved to a higher level within organizational structure to ensure resolution, including to the Corporate Compliance Officer as appropriate.

    Minimum Qualifications
    Education

    • Bachelor's degree Emergency Management, and Life Safety or any health-related area. required.

    Experience

    • Minimum five (5) years related experience as a leader in a hospital environment or inclusive of experience with OSHA, CMS, The Joint Commission, State Health Department.
    • Prior work experience not required National Fire Protection Association. Hold current clinical license to professional practice (RN, RT, MT, etc.) preferred.
    • Successful participation in Joint Commission and Department of Health surveys- Environment of Care section. required.

    Licenses and Certifications

    • Certified Emergency Management Specialist (CEMS) Certification in Hospital Emergency Management from Department of Homeland Security/FEMA required.
    • Certified Safety Professional (CSP) Active or currently pursuing required.
    • Certified Healthcare Safety Professional - CHSP Active or currently pursuing required.

    Knowledge, Skills, and Abilities

    • Excellent leadership, management and organizational skills.
    • Possess excellent written and verbal communication skills.
    • Working knowledge of fundamentals of hazard recognition, evaluation and control.
    • Adequate knowledge of the implementation of engineering, administrative controls, abatement strategies and data interpretation.
    • Knowledge of regulations and laws involving safety health in the workplace.
    • Ability to present data during inspection situations
